p.1
This monitoring visit
This visit was undertaken to address specific concerns or allegations received by Ofsted. Ofsted is aware of investigations being undertaken by an external body. Evidence relating to these investigations was not reviewed at this visit.
p.1
This monitoring visit
Before families moved into the centre, there were discussions and considerations about the children’s and parents’ needs and vulnerabilities. There have been children admitted to the family centre who are under 18 years old and are therefore children themselves. There is limited understanding by managers and staff about the specific care needs that these young parents have. This means that there are no clear plans about how the young parents’ needs will be met or whether staff have the necessary skills to meet those needs.
p.1
This monitoring visit
There have been several allegations and complaints since the last inspection. All complaints and allegations are appropriately investigated. Information is shared with other relevant agencies. Inspection report for residential family centre - monitoring visit: Foundations Sheffield 2 When parents have specific needs about drug misuse, these vulnerabilities are closely monitored, and specific plans are put in place to ensure the safety of everyone in the centre. Information is appropriately shared with social workers to inform care planning and assessment. This supports progress and prevents drift.
p.1
This monitoring visit
There is a clear understanding about what level of monitoring families require. This is reviewed regularly by managers and reduced or increased appropriately. Leaders take decisive action when concerns arise to ensure children remain safe. Rotas ensure that monitoring levels are consistent with the agreed plans.
p.2
This monitoring visit
During a difficult situation with young parents, leaders ensured that they were supported appropriately given their age, needs and circumstances. Staff supported these parents with understanding the situation and provided emotional support.
p.2
This monitoring visit
Some staff offer advice and role model practice that is not aligned to NHS guidelines. This is not always noticed by managers. This has continued to happen since the last full inspection.
p.2
This monitoring visit
Three families spoke to inspectors. One family raised some concerns about the centre using agency staff and feeling unheard. However, the other 2 families have positive experiences. One family said that the support they received from staff would ‘have a huge positive impact for the rest of their lives’.

Recommendations
The registered person should ensure that the centre only provides admission to parents and children whose assessed needs they can expect to meet, consistent with the centre’s statement of purpose. (Residential family centres: NMS 7.2) The registered person should ensure that before a placement, a risk assessment is carried out to ensure both that the centre is well placed to meet the family’s needs and that the family is able to fit in with the centre’s other residents. The manager must ensure that the risk assessment is kept under review and updated accordingly. (Residential family centres: NMS 9.1) The registered person should ensure that when parents are themselves also children, there is appropriate assessment and understanding of the additional vulnerabilities this brings and ensure individualised support is provided in line with their identified care needs as a child. (Residential family centres: NMS 3.4)
