Leadership and governance Urgent improvement
Leaders do not provide effective leadership and management and do not show an understanding of their statutory responsibilities to protect children's welfare. Leaders do not ensure that staff working with children are suitable to do so, to prioritise children's safety. They allow unvetted staff to work unsupervised with children. Where Disclosure and Barring Service checks are completed, they do not undertake robust reviews to help ensure staff's ongoing suitability. As a result, leaders cannot be certain that all adults caring for children are suitable for their role and responsibilities. The provider has not informed Ofsted, within the required timescales, of significant changes to the directors of the company.
p.1
Leadership and governance Urgent improvement
Leaders understand some of the setting's strengths, particularly with regards to the positive relationships staff develop with children. However, they do not identify where some aspects of practice could be improved. Leaders provide some in-house training, and staff report that they enjoy their roles, generally feel supported and that their workloads are manageable. Leaders knowledgeably explain appropriate support for disadvantaged children, children with additional needs and those with special educational needs and/or disabilities. Staff know the children well and adapt support for children's individual needs. They obtain information from parents to ensure they know the children and their current needs and how to best include them. However, these positive aspects do not reduce the serious concerns identified in leadership, oversight and safeguarding practice.

About this inspection
We carried out this inspection under sections 49 and 50 of the Childcare Act 2006 on the quality and standards of provision that is registered on the Early Years Register. The registered person must ensure that this provision complies with the statutory framework for children's learning, development and care, known as the early years foundation stage.
p.3
About this inspection
There were no early years children present at the time of this inspection. The findings in this report are based on evidence gathered from discussions with leaders and an inspection of the premises, equipment and any relevant documentation. When there are no early years children present, inspectors only evaluate and grade leadership and governance as there is no reliable evidence on which to assess the impact on children of other evaluation areas.
