Leadership and governance Urgent improvement

Those responsible for leadership and governance are unclear about certain statutory duties and have not identified weaknesses in relation to safeguarding arrangements. Although weaknesses, including the induction of staff, have been identified and leaders have begun to take action, this is in its infancy. This has led to breaches of certain requirements that could have a negative impact on aspects of children's safety and wellbeing. On 3 consecutive occasions, leaders have not fulfilled the requirement to notify Ofsted of the appointment of a new club manager. Leaders do not ensure that staff have adequate information about certain aspects of safeguarding and child protection, including during their induction. For example, although staff attend safeguarding training and refresher training, and have a general understanding of child protection issues, they lack knowledge of external whistleblowing procedures, radicalisation and extreme behaviours and views. Leaders do

not sufficiently support those designated to take the lead on safeguarding matters to understand all aspects of their roles and responsibilities. This means that those with lead safeguarding responsibilities are not able to provide appropriate support, advice and guidance to other staff.

p.1

Leadership and governance Urgent improvement

Safeguarding policies and procedures lack some details specified by the statutory framework, and they are not in line with the guidance and procedures of the local safeguarding partners. For example, although staff have some consideration of the safe use of mobile phones, cameras and other electronic devices, processes around the use of these are not included in safeguarding policies, as required. The guidance for managing allegations against staff is clear. However, policies do not reflect the correct details about the action to be taken when there are safeguarding concerns about a child.

p.2

Leadership and governance Urgent improvement

Strengths identified by leaders, such as the safety and security of the premises, are evident, and there is continued professional development of staff, including play work training to support them in planning and delivering activities. Leaders have experience of supporting children with special educational needs and/or disabilities in order to ensure inclusive practice for all children. As part of this, they understand the importance of staff working in partnership with parents and school staff and adapting provision. Key areas identified by leaders for improvement include creating a refreshed activity curriculum packed with enjoyable active and creative sessions.

About this inspection

There were no early years children present and/or on roll at the time of this inspection. The findings in this report are based on the evidence gathered from discussions with leaders and staff and an inspection of the premises, equipment, and any relevant documentation. Where there are no early years children present inspectors only evaluate and grade leadership and governance as there is no reliable evidence on which to assess the impact on children in other evaluation areas.
