Inspection report for supported accommodation provider - monitoring visit: Agape4all 1 Agape4all Registered provider: Agape4All Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

The service is owned and managed by a private provider. It provides 3 shared-living premises that are limited to accommodating looked-after children or care leavers.

p.1

provider

The service manager, who is also the nominated individual, and the director were in position before the service registered with Ofsted in September 2024.

p.1

provider

The last child left the service on 3 March 2026, before the previous monitoring visit on 16 and 17 March 2026.

p.1

provider

At the time of this visit, the service was not supporting any children.

p.1

provider

The provider was given notice of both visits. For the first visit, 2 hours’ notice was given and for the second visit, they had 72 hours’ notice.

p.1

provider

One of the provider’s properties was visited.

p.1

This monitoring visit

Ofsted carried out a monitoring visit on 27 and 28 January 2026. Due to significant shortfalls in the leadership and management arrangements, affecting the safeguarding arrangements and the support that children received, 3 compliance notices under regulation 4, 5 and 27 were raised. A notice restricting accommodation was also issued on 30 January 2026. This notice prevented new children from moving into the provision.

p.1

This monitoring visit

Ofsted carried out a further monitoring visit on 16 and 17 March 2026. During this visit, inspectors found that insufficient progress had been made to address the concerns identified. The restriction of accommodation notice remained in place. Inspection report for supported accommodation provider - monitoring visit: Agape4all 2 On 7 April 2026, Ofsted attempted to conduct a monitoring visit. However, the visit was paused due to external circumstances. The visit recommenced on 13 April 2026. The purpose of this monitoring visit is to monitor the provider’s progress in meeting the requirements that have continued to be issued.

p.1

This monitoring visit

Ofsted cannot be assured of who is actively involved and responsible for the operation of the supported accommodation undertaking. The service manager informed the inspector that the organisation had entered into a partnership agreement with 3 other individuals in January 2025. The provider failed to notify Ofsted of this as required.

p.2

This monitoring visit

Ofsted cannot be assured that all those who are involved and responsible for the operation of the service are safe and suitable to be involved in the operation of the service. The provider has failed to ensure that staff recruitment is safe at all levels in the organisation. The service manager confirmed that she has not completed any suitability checks on the individuals who have entered into a partnership agreement and have access to the company details. Furthermore, the manager said that these individuals have used the company details without her knowledge to operate a supported accommodation service from an address that Ofsted have not been notified of. Contrary to this, Ofsted is aware that the service manager was aware and involved in the arrangements for the child to live at this address.

p.2

This monitoring visit

The service manager has implemented a new system to address the shortfalls that Ofsted raised in staff recruitment practice. However, the new system remains ineffective and safer recruitment practice is still not followed. There remain gaps in staff’s work and employment history that have not been identified or adequately explored. The service manager was unaware of the missing information, indicating ongoing gaps in the leaders’ oversight of staff recruitment.

p.2

This monitoring visit

The provider and service manager have not taken effective action to address the shortfalls in the staff skills and knowledge for their roles. The service manager does not accept that there are shortfalls in the staff’s knowledge of safeguarding practice, or that staff are ill-equipped to undertake direct work with children. Therefore, the service manager has failed to provide the staff with any additional safeguarding training.

p.2

This monitoring visit

The service manager has failed to ensure that the staff have the skills and knowledge to enable them to support children safely. While 10 members of staff remain in the service, the training matrix identifies that only one member of staff has completed any training since January 2026. While the leader said that team development sessions had been undertaken, there was no evidence of these or what topics had been covered.

p.2

This monitoring visit

The provider has failed to ensure that practice is developed so that children’s records can be improved. While the service manager has identified some training to address the shortfalls in staff’s recording practice, none of the staff have completed this. Inspection report for supported accommodation provider - monitoring visit: Agape4all 3 The service manager has failed to take effective action to support staff to improve their practice. The service manager has identified 3 members of staff who require support to improve their recording practice. However, these staff have not received any training to support their ongoing development. Furthermore, the service manager has failed to demonstrate how she has supported these staff during their supervision sessions to discuss their challenges, or to look at other ways to improve their practice.

p.2

This monitoring visit

The service manager has not taken suitable action to ensure that the staff are competent. The service manager has not completed any assessments of the staff’s ability and competence to meet the expectations of their role. Therefore, Ofsted cannot be assured that the staff could meet the diverse needs of children who may require supported accommodation, should they be admitted into the service.

p.3

This monitoring visit

The service manager has failed to take effective action to address maintenance issues in the premises so that children can feel welcomed and a sense of pride in their homes. At the property visited, the toilet seat that had been damaged several months ago has not been repaired. Restrictive elements in the home, such as window restrictors and locks on the doors in the communal areas, remain in place.

p.3

This monitoring visit

The provider has failed to take effective action to improve the service. The service manager reported that an individual was appointed to complete a quality assurance visit of the service in January/February 2026. The service manager stated that the actions identified in this plan have not been acted on.

p.3

This monitoring visit

The service manager has completed a review of the quality of support being offered to children, which has been submitted to Ofsted. This has not been effective in supporting the manager to identify and then rectify the shortfalls in the service.

p.3

This monitoring visit

The provider has notified Ofsted of the premises that they have closed.

p.3

This monitoring visit

Due to the provider’s ongoing and continued failures to meet the regulations, the restriction of accommodation notice remains in place. Inspection report for supported accommodation provider - monitoring visit: Agape4all 4
