Inspection report for children’s home - monitoring visit: 2670263 1 Monitoring visit
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is owned and operated by a charity. It provides care for up to 4 children who may experience social and emotional difficulties.
p.1
Information about this children’s home
At the time of this visit, one child was living at the home. The inspector spoke with the child, and they provided negative feedback about the care they receive. Since the last inspection, one child has moved out of the home.
p.1
Information about this children’s home
The post for a registered manager has been vacant since January 2025. There have been several changes in leadership since this time. A manager is now in post and intends to apply to register with Ofsted.
p.1
This monitoring visit
This visit was carried out to review progress against compliance notices issued following an assurance inspection carried out at the home. The compliance notices were issued under regulation 12 (the protection of children standard) and regulation 13 (the leadership and management standard). At this visit, the steps outlined in the compliance notice relating to regulation 12 had not been met, and therefore a further compliance notice has been issued.
p.1
This monitoring visit
Since the last inspection, a new manager has been appointed. The manager has started to implement plans to help ensure that staff clearly understand their responsibilities and the expectations of their role. Staff feel supported by the new manager and offer positive feedback about leaders. Although the steps outlined in the compliance notice relating to leadership and management are considered met, shortfalls remain in ensuring that there is full oversight of practice and that new monitoring systems are embedded.
p.1
This monitoring visit
The responsible individual has carried out a review of incidents and processes and has identified an action plan to improve practice. However, significant shortfalls remain relating to an allegation made by a child. Leaders have not followed advice Inspection report for children’s home - monitoring visit: 2670263 2 from external safeguarding agencies, and the rationale for a lack of action by leaders was not child centred. As a result of this inaction, leaders have not followed the home’s policies and procedures in relation to child protection.
p.1
This monitoring visit
Staff have attempted to encourage the child to stop smoking in their bedroom. Staff talk to the child about the risks of substance misuse, and they use incentives to encourage the child to reduce their use. Leaders have introduced systems to support staff in recording room checks for the child. However, risk assessments and care plans for the child do not align, and it is unclear how staff should respond when the child smokes in their room. Furthermore, fire safety has not been monitored effectively, as fire drills have not been carried out regularly.
p.2
This monitoring visit
There has been a reduction in the use of agency staff overall. On one occasion, an agency staff member was not offered an induction before working in the home. This could potentially affect the ability of agency staff to understand the home’s procedures and the care of children in the home.
p.2
This monitoring visit
Leaders have reviewed staff training needs, and training has improved. Leaders have offered child-specific training to staff to support their care of the child.
p.2
This monitoring visit
There has been an improvement in living standards for the child, including new furniture and redecoration of areas of the home. Staff encourage the child to be involved in the personalisation of their room, and they talk to them about their wishes and feelings about the home environment.
p.2
This monitoring visit
Some of the requirements raised at the last inspection are outside the scope of this visit and will be reviewed at the next inspection. Inspection report for children’s home - monitoring visit: 2670263 3
