Overall outcome The school is unlikely to meet all the independent school standards if it is registered

p.1

report:

The purpose of this inspection was to advise the Secretary of State for Education about the proposed school’s likely compliance with the independent school standards and associated requirements that are required for registration as an independent school.

p.1

Part 8. Quality of leadership in and management of schools

When we carry out pre-registration inspections of proposed independent schools, we report on the provider’s likely compliance with part 8 of the independent school standards first. Under part 8, the proprietor is required to ensure that the school meets all of the independent school standards consistently. The standard in part 8 is intended to ensure that the quality of leadership and management at the school is sufficient for that purpose.

p.1

Part 8. Quality of leadership in and management of schools

The proprietor has a clear vision for the proposed school and the pupils it will serve. Leaders demonstrate skills, experience and knowledge appropriate to their roles. The proposed school has developed policies and curriculum plans that reflect its intended ethos and aims. Staff, including the headteacher, have not yet been appointed, although plans are in place to do this quickly if the school is granted permission to open.

p.1

Part 8. Quality of leadership in and management of schools

The school proposes a steady and assured approach to enrolling pupils. It plans to admit an initial cohort of Year 7 and Year 8 pupils. The school intends to increase the cohort by introducing a new year group every year over the next 4 years.

p.1

Part 8. Quality of leadership in and management of schools

However, the proprietor has not ensured that the independent school standards (the standards) are likely to be met. The systems of checks and oversight in place Darul Madinah Boys Grammar School, 31 March 2026 2 at the time of this inspection have not been effective in ensuring that the school is ready to admit pupils. These shortfalls demonstrate that the proprietor has not taken sufficient steps to ensure pupils’ safety and welfare.

p.1

Part 8. Quality of leadership in and management of schools

The standard in this part is unlikely to be met if the Department for Education (DfE) decides to register the provider as an independent school.

p.2

Curriculum

The proprietor has produced a curriculum policy that reflects the mission and ethos of the proposed school. The curriculum is broad and balanced. It sets out what will be taught in each subject and year group and shows how pupils’ knowledge will build over time. This includes plans to support pupils who are at an early stage of learning to read. Physical education will be delivered in a nearby public park, which will also be used for recreation times.

p.2

Curriculum

The proposed schemes of work are detailed enough to guide teachers in the key knowledge which pupils should learn. The proprietor has considered pupils’ likely different interests and ambitions, as well as the needs of pupils with special educational needs and/or disabilities (SEND).

p.2

Curriculum

The school’s personal, social and health education (PSHE) curriculum covers a suitable range of topics. The policy and intended practice for relationships and sex education (RSE) are appropriate. RSE will be taught as part of the PSHE curriculum. The proprietor has suitable plans to consult with parents and carers about the content of the RSE programme.

p.2

Curriculum

The school has a detailed plan for careers education. The proprietor understands the requirement to provide pupils with impartial and high-quality careers advice and guidance. The school intends to work with a range of external providers so that pupils are well informed and supported to make appropriate choices for the next stage of their education. Careers education will begin with the youngest pupils and build progressively as pupils move through the school, with a stronger focus on employability skills as they get older.

p.2

Teaching

The proprietor intends to employ qualified and experienced staff who can support pupils to gain the knowledge and skills needed for future education or employment. An induction and professional development programme is planned to help staff promote the school’s aims and deliver the curriculum effectively. The proprietor also intends to check the quality of teaching and ensure the curriculum Darul Madinah Boys Grammar School, 31 March 2026 3 is implemented as planned. These checks will identify any training needs so that staff receive appropriate support.

p.2

Assessment

The proposed school has well ‑ considered assessment procedures to support pupils. These include plans to assess pupils when they join the school so that staff understand their starting points and needs. The proprietor has thought carefully about how and when pupils will be assessed so that the information gathered is used effectively to support their progress. Staff will use assessments to check what pupils know and remember in each subject. This information will be evaluated and shared with parents, as appropriate.

p.3

Assessment

The standards in this part are likely to be met if the DfE decides to register the provider as an independent school.

p.3

pupils

The proprietor understands the importance of promoting pupils’ spiritual, moral, social and cultural development. Through regular involvement in the local community, pupils will take part in activities that strengthen their sense of social responsibility.

p.3

pupils

Staff will complete safeguarding training regularly. All concerns will be recorded promptly on a central electronic system, and staff will be trained to use it. Leaders intend to check staff’s safeguarding knowledge routinely to ensure they are confident in taking action when required.

p.4

Safeguarding

However, the proprietor has not taken suitable steps to promote the welfare of pupils. This is because several aspects of the premises currently present a risk to pupils.

p.4

Behaviour and supervision of pupils

The proposed school has a suitable written behaviour policy that sets out clear expectations for pupils’ behaviour. These are based on the school’s aims and values. The school has completed several required premises and safety checks, including electrical installation surveys. p.5

Risk assessment

The proposed school has an appropriate risk assessment policy. It identifies the risks pupils and staff may encounter and how these will be managed. Several risk assessments underpin the policy. They set out the key risks and the measures in place to mitigate them.

p.5
