p.2

Summary of findings

Significant shortfalls in safeguarding practice and the leadership and management of the home have been identified. This has impacted on the children’s progress and them being safeguarded effectively.

p.3

Overall experiences and progress of children and young people: inadequate

Ineffective safeguarding practice and poor leadership and management have affected children’s overall experiences and progress.

p.3

Overall experiences and progress of children and young people: inadequate

Since the last inspection, one child has moved into the home. There has been an increase in serious incidents during this period, which has included emergency services being called to the home. Leaders and managers have not ensured that all serious incidents are notified to Ofsted as required by regulation, and there has also been a delay in notifications being sent.

p.3

Overall experiences and progress of children and young people: inadequate

Children say that they can identify staff they trust and describe positive relationships with staff. They feel listened to and staff have spoken to them about risks associated with cannabis use and their emotional wellbeing.

p.3

Overall experiences and progress of children and young people: inadequate

Children’s health needs are not fully understood. Staff have delayed seeking health advice when needed. Furthermore, when health advice has been sought for concerns about a children’s emotional wellbeing and a child being under the influence, staff have not followed the advice given. Additionally, one child is not up to date with their immunisations, and the manager was not aware of this. This does not ensure that the children are supported to have their health needs met.

p.3

Overall experiences and progress of children and young people: inadequate

Staff support children’s education. One child is attending school consistently and the other child is receiving tuition in the home. Children have aspirations and staff are supporting through encouragement and praise.

p.3

Overall experiences and progress of children and young people: inadequate

The home was clean and tidy. However, staff do not ensure that the home environment is safe, and staff are not alert to risks of children smoking in the home. One child’s bedroom smelt of cannabis and a lighter was observed in their room.

p.3

How well children and young people are helped and protected: inadequate

Safeguarding practice in the home is poor.

p.3

How well children and young people are helped and protected: inadequate

Children’s risk assessments lack detail and do not include all known risks. Consequently, staff, including agency staff, do not have the information that they need to safely support each child’s individual care needs. Inspection report for children’s home: 2833368 4 When a child has raised an allegation, the manager did not take appropriate action and the member of staff continued to work in the home for a number of days. This has not ensured that children are safeguarded, that they feel listened to and action taken to improve the care for children.

p.3

How well children and young people are helped and protected: inadequate

When new risks have been identified, the manager has not ensured that referrals have been made to relevant professional services. This was addressed during the inspection.

p.4

How well children and young people are helped and protected: inadequate

Staff understand the risks associated with children going missing from home and take appropriate action, including looking for the child and collaborating with other professionals to ensure the children are helped to return home safely. Staff also seek to understand the reasons behind children going missing and share relevant information with safeguarding partners to support effective multi-agency practice.

p.4

How well children and young people are helped and protected: inadequate

Safeguards are not in place to ensure that children access the internet or age-restricted content safely. Some children have access to programmes that are not age appropriate. This was addressed during the inspection.

p.4

How well children and young people are helped and protected: inadequate

There has been one occasion when a child has been physically held. There has been no recorded debrief with the child or the staff involved and the manager has not evaluated the incident for learning and reflection.

p.4

How well children and young people are helped and protected: inadequate

Direct work with the children has been inconsistent. Staff have not spoken to children when there have been concerns around fire safety and knife crime. This is a missed opportunity to support the children to be educated around risks and how to stay safe.

p.4

How well children and young people are helped and protected: inadequate

Leaders and managers have not reviewed all incidents. This means that there is a lack of oversight of staff practice and assurance of the wellbeing of children and staff.

p.4

How well children and young people are helped and protected: inadequate

Safer recruitment processes are not in place. The director has not followed their own policies in ensuring that all references have been received for the consultant responsible individual. This does not ensure that all staff have the skills and experience to undertake their role.

p.4

The effectiveness of leaders and managers: inadequate

Since the last inspection, leaders and managers have failed to maintain effective management oversight of the home. There have been changes in the leadership of the home since the last inspection. The responsible individual is currently not working in the home and oversight is being undertaken by a consultant responsible individual. The registered manager is planning to leave, and a new manager is being recruited.

p.4

The effectiveness of leaders and managers: inadequate

Action has not been taken to ensure that all local authority documents are obtained for children. Leaders and managers have failed to escalate concerns when they have not received children’s important documents. This means that managers and staff do not Inspection report for children’s home: 2833368 5 have access to up-to-date information needed to meet children’s needs. This was addressed during the inspection.

p.4

The effectiveness of leaders and managers: inadequate

The manager has not ensured that the home’s statement of purpose is reviewed or up to date to reflect the staff’s training needs and the use of agency staff to care for children.

p.5

The effectiveness of leaders and managers: inadequate

Staff have not undertaken training on all topics relevant to the children’s needs. This means that staff do not have the skills, knowledge and understanding to meet all of the children’s specific needs.

p.5

The effectiveness of leaders and managers: inadequate

Staff have not received regular reflective supervision. This has not given staff the opportunity to discuss the children’s progress and opportunities to improve practice. The manager has not taken into consideration risks associated with supervising staff with conflicts of interest and there is no policy in place to manage these conflicts.

p.5

The effectiveness of leaders and managers: inadequate

Team meetings have not taken place regularly, which does not give the staff additional opportunities to reflect on the children and their care needs. However, staff do say they feel supported by the manager.

p.5

The effectiveness of leaders and managers: inadequate

Leaders and managers do not have effective internal monitoring systems in place. This limits oversight of practice and reduces opportunities for leaders and managers to reflect and develop, to improve the quality of care provided.

p.5

The effectiveness of leaders and managers: inadequate

The quality of care reports provide a review of children’s experiences. However, the opinions of staff are not included or considered in the reports. This reduces opportunities to ensure that the feedback from staff is being used to develop practice in the home.

p.5

The effectiveness of leaders and managers: inadequate

Leaders and managers have not met the requirements from the last inspection. This does not demonstrate effective leadership. Inspection report for children’s home: 2833368 6
