provider
A private provider owns and operates this supported accommodation service. The service can accommodate up to 9 children living in 2 separate premises that are currently limited to looked-after children and care leavers. At the time of the visit, 5 children under 18 years old were being supported in one property and one child over 18 years old in the second property.

provider
The registered service manager and nominated individual are the same person and have been registered with Ofsted since October 2023.
p.1
This monitoring visit
On 9 April 2026, Ofsted carried out a monitoring visit in response to concerns received. These concerns related to recruitment practices, staff’s safeguarding awareness, staff’s engagement with and knowledge of the children, and concerns raised about the provider’s admissions processes.
p.1
This monitoring visit
The registered manager has taken action to address a safeguarding incident involving a staff member. An independent person was commissioned to look into the incident, and remaining staff were brought together to reflect and learn from this incident. However, records were unclear regarding how many staff attended this meeting. In addition, there is no acknowledgement within the investigation that decision-making by leaders and managers could have contributed to the incident occurring. This potentially limits learning. Inspection report for supported accommodation provider - monitoring visit: Joeramass Semi Independent Living Limited Leaders and managers ensure that background checks and references are requested as part of the recruitment process. However, gaps in employment histories are not routinely monitored.
p.1
This monitoring visit
The registered service manager and staff spoken to during the visit demonstrated some knowledge of children’s needs and vulnerabilities. However, planning for one young person lacked clarity with ambiguity surrounding their current and long-term support needs. Staff lacked professional curiosity relating to this young person’s educational needs and whereabouts during the day.
p.2
This monitoring visit
Incidents and episodes of going missing are being recorded. However, leaders’ oversight of incidents is unclear. Leaders’ review of the service overall is insufficient. The quality of support reviews includes no feedback from children or professionals. The most recent report is overdue.
p.2
This monitoring visit
Leaders have not ensured that the monitoring or surveillance used is no more intrusive than necessary or that restrictions are appropriate. CCTV is in operation in communal areas without a clearly identified need. Knives are routinely locked away, despite there being no assessed need for this. Medication is dispensed by staff and there is no clear plan to support children to increasingly manage their own health needs independently.
p.2
This monitoring visit
Leaders decided to introduce window restrictors to manage a particular risk. However, they have not considered how this may affect fire safety risks. Inspection report for supported accommodation provider - monitoring visit: Joeramass Semi Independent Living Limited
