Inspection report for supported accommodation provider: GENPRIDE LTD 1 GENPRIDE LTD Registered provider: GENPRIDE LTD

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is owned and operated by a private provider. It can accommodate up to 6 children in one shared-living home that is limited to accommodating children in care and care leavers.

p.1

provider

At the time of the inspection, the service was suspended and could not support any children.

p.1

provider

The organisation and the nominated individual, who is the director of the organisation, registered with Ofsted in March 2025.

p.1

provider

The registered service manager left on 6 June 2025. The service has been without a registered service manager since this time.

p.1

provider

On 29 October 2025, a full inspection was conducted. Significant concerns were raised during the inspection. This led to compliance notices being issued under Regulations 4, 5, 11 and 17 of the Supported Accommodation (England) Regulations 2023. A restriction of accommodation notice, which prevents any further children moving into the service, was also issued on 21 November 2025 due to the concerns identified.

p.1

provider

A monitoring visit was completed on 9 January 2026. This found that the provider had not met the steps in the compliance notices. Therefore, these were reissued. Due to the continued failure to meet the requirements of registration, Ofsted issued a notice to suspend the provider’s registration.

p.1

Inspection dates: 23 to 26 March 2026

The inspection was announced and started on 23 March 2026. The inspector was on site from 25 to 26 March 2025. Inspection report for supported accommodation provider: GENPRIDE LTD 2

p.1

Outcome

Serious or widespread weaknesses lead to significant concerns about the experiences and progress of children. Leaders and managers must take urgent action to address the failings. The next inspection will be within 6 months.

p.2

Summary of findings

The provider has failed to take effective action to respond to the steps outlined in compliance notices. This means that issues regarding staff recruitment and training have not been addressed.

p.2

Summary of findings

Policies continue to lack information. They do not provide clarity for staff to help address known concerns with staff and managers' safeguarding practice and record- keeping.

p.2

Summary of findings

The home does not have current health and safety checks. This does not ensure that the home is safe and suitable for children to live in.

p.2

Summary of findings

The provider has not kept up to date with their accounts. They have not been able to provide satisfactory evidence to inspectors that the organisation is financially viable. Inspection report for supported accommodation provider: GENPRIDE LTD 3

p.2

Overall experiences and progress of children

The provider has not ensured that the home is safe for children to live in. Safety checks for the property, such as the gas safety and fire safety, have lapsed. The home also does not have a suitable system to monitor for carbon monoxide.

p.3

Overall experiences and progress of children

Some maintenance issues in the home have not been addressed, such as a window that cannot shut and the replacement of damaged furniture. These concerns make the current home unsuitable for children to live in.

p.3

Overall experiences and progress of children

Leaders have not implemented an effective system to support staff with completing room checks effectively. The policy does not provide adequate detail for staff to follow to understand how to record information effectively or explain the expectations of the organisation about involving the police when items of concerns are found.

p.3

Overall experiences and progress of children

Leaders have not implemented an effective system for staff to maintain appropriate records. The policy produced lacks adequate details to support staff to ensure the information they record about children are accurate. The policy also fails to detail how issues with record-keeping will be managed to drive improvements with staff.

p.3

How well children are helped and protected

Leaders have failed to take action to address concerns regarding the safe recruitment of staff. Policies produced failed to address previous concerns identified with overseas checks. Gaps in safer recruitment processes could result in staff being recruited without suitable checks in place to ensure they are safe to work with children. A consultant has been appointed to support the organisation. Leaders have failed to complete any checks on this individual to ensure that they are suitable for the role.

p.3

How well children are helped and protected

Leaders have produced a safeguarding policy that raises concerns about their understanding of safeguarding children. The policy initially suggested that staff would be unable to determine the difference between sexual experimentation or inappropriate sexual behaviour. The nominated individual is the designated safeguarding lead for the organisation and the person who wrote the policy. This does not provide assurance about their safeguarding knowledge or ability to effectively implement safeguarding practice in the organisation.

p.3

How well children are helped and protected

Leaders have produced a safeguarding policy and procedure that promotes unsafe practices for staff. This includes stating that staff have up to 48 hours to record an incident, which could leave children at risk. The policy is also unclear about the expectations of the manager in overseeing safeguarding incidents for children. This raises concerns about how incidents involving children will be reported and managed appropriately. Inspection report for supported accommodation provider: GENPRIDE LTD 4

p.3

The effectiveness of leaders and managers

The provider has failed to demonstrate financial viability for the organisation. The accounts for the organisation are overdue, and the provider was unable to produce the company’s accounts on request. Transactions within the company’s accounts also raise concerns about the integrity of the leader of the organisation. During the inspection, leaders stated that the company has no staff, but transactions were found that demonstrate that the organisation continues to pay staff and receive money for providing staff to other organisations.

p.4

The effectiveness of leaders and managers

Leaders have not demonstrated that they have effective oversight of the running of the organisation. They have failed to ensure that health and safety checks are completed at the property. They have not ensured that accurate accounts have been kept for the organisation. They also failed to notify Ofsted that a manager who had applied to be registered had left the organisation. This means that there has been no registered manager for the organisation since 6 June 2025.

p.4

The effectiveness of leaders and managers

Leaders have not taken sufficient action to address the shortfalls that resulted in a suspension notice being issued. Steps set out in compliance notices have not been adequately addressed, despite being in place for several months. Leaders have not been proactive in addressing the concerns identified, and actions taken have not gone far enough to demonstrate the capacity to improve.

p.4

The effectiveness of leaders and managers

Leaders have produced ineffective policies. The policies all contain limited information. The majority are in short bullet-point format. This limits staff's ability to effectively understand and implement policies into practice. Some information in the policies remains unsuitable and, if followed, would lead staff to practice ineffectively, for example, by not recording incidents for up to 48 hours.
