Inspection report for supported accommodation provider – monitoring visit: Orsa Housing 1 Orsa Housing
p.1
Registered provider: Orsa Housing Limited
p.1
Inspected under the social care common inspection framework
p.1
provider
This supported accommodation service is owned and managed by a private provider. The service can accommodate up to 5 children and young people in one shared home. At the time of this visit, the service had no children residing there, with both children having moved on following the full inspection.
p.1
provider
There has been no registered service manager in post since February 2025.
p.1
This monitoring visit
A full inspection was completed on 2 February 2026 with an Outcome 3 judgement. Significant shortfalls were identified in managerial oversight of the service, children’s support plans and records pertaining to children’s individual needs and risks. Staff lacked the skills needed to support vulnerable children and were unsupported by leaders and managers. Consequently, compliance notices were issued under regulations 4, 5, 7 and 14 of The Supported Accommodation (England) Regulations 2023.
p.1
This monitoring visit
The purpose of this visit was to monitor the provider’s progress in meeting the steps identified in these notices.
p.1
This monitoring visit
Inspectors spoke with one director of the service as the nominated individual was unavailable. No children were spoken to as the 2 present during inspection have since moved on; their records were viewed following the full inspection to the time they moved on. Two members of staff were spoken to.
p.1
This monitoring visit
Leaders and managers continue to lack oversight of the service and there has been no registered service manager since February 2025. This means children’s needs and emerging risks are significantly overlooked. Inspection report for supported accommodation provider – monitoring visit: Orsa Housing 2 Leaders and managers have not ensured that support plans and risk assessments fully reflect children’s emerging vulnerabilities and children are not supported with their emotional wellbeing. For example, one child made a serious allegation about the behaviour of another resident and was offered no emotional support. Ofsted was not notified of this allegation, which hinders regulatory oversight of how effectively the provider safeguards children.
p.1
This monitoring visit
Children have not been adequately protected within the service. Staff failed to take appropriate action when one child made serious allegations about the conduct of another resident. The resident remained in the provision long enough for a more serious incident to occur, with no action being taken to address their behaviour. This incident has had an impact on the child’s physical health and could have been avoided.
p.2
This monitoring visit
Staff have not formed meaningful relationships with children. Staff continued to communicate with children mostly via text message, even when they were both at home. There is little evidence of meaningful, direct work with children. Children made limited progress as a result.
p.2
This monitoring visit
Leaders and managers have not supervised staff in line with their own policy; as a result, there continues to be minimal oversight and review of the effect of staff’s work with children.
p.2
This monitoring visit
Leaders and managers have not ensured that staff training is up to date, which results in staff being ineffective in supporting children’s emerging needs. Since the full inspection, all training was reallocated to staff; however, most was not completed.
p.2
This monitoring visit
Leaders and manager have reviewed admissions processes and indicated an intention to only consider children with needs the service can support. However, the new process remains untested due to the restriction notice in place.
p.2
This monitoring visit
The recommendation in terms of CCTV remains in place as this was not reviewed during the monitoring visit. Inspection report for supported accommodation provider – monitoring visit: Orsa Housing 3
