p.1
provider
This service is owned and managed by a private provider. It offers accommodation for up to 6 looked-after children and care leavers in 3 shared group-living homes.
p.1
provider
No children were living at the service at the time of the inspection.
p.1
provider
The service manager, who is also the nominated individual and sole director, registered with Ofsted when the service was registered in March 2025.
p.1
This monitoring visit
Ofsted conducted a monitoring visit on 4 February 2026 in response to concerns raised regarding the provider’s failure to notify Ofsted of all serious events, and the suitability of children placed within the supported accommodation undertaking. Following that visit, Ofsted issued 2 compliance notices. These related to the notification of serious incidents and the referral and admission process.
p.1
This monitoring visit
A restriction of accommodation notice was also issued to allow the service time to make the necessary improvements to safeguard children. This remains in place until 30 April 2026.
p.1
This monitoring visit
The purpose of this monitoring visit was to consider the progress made against the compliance notices and restriction notice.
p.1
This monitoring visit
Since the last monitoring visit, the only child living at the accommodation has left. No further children have moved into the service since Ofsted served the compliance notices. Inspection report for supported accommodation provider – monitoring visit: Universal Healthy Minds Limited 2 The registered service manager has invited staff to secure employment elsewhere while the restriction of accommodation notice is in place and there are no children. It is not clear if and when they will return. Although staff training has been delivered to staff on the notification, referral and admission process, it is not clear which staff have actually completed the training.
p.1
This monitoring visit
Leaders and managers have an improved understanding of their responsibility to notify Ofsted about significant incidents, and in a timely manner. The new system provides a suitable infrastructure to ensure that serious incidents are promptly notified to Ofsted and other relevant agencies. The system holds the registered service manager and staff responsible for ensuring full compliance with the regulations. These improvements support Ofsted’s oversight of how the provider responds to incidents to safeguard children and protect them from further harm.
p.2
This monitoring visit
Furthermore, leaders and managers have introduced an effective admission and referral process that now provides transparent management oversight. The improvements, if followed, support better outcomes for children. Specifically, that only children who have the relevant skills and readiness to live in supported accommodation are admitted to the service.
p.2
This monitoring visit
The accommodation still does not feel welcoming and homely throughout. At one property that was previously visited, the kitchen ceiling lights had not been replaced. Only one ceiling light was working. The fence and gate at the back of the property were both broken, leaving the property less secure. The back garden was not well maintained. Similarly, the front of the property was unkempt, and the front door was damaged. One of the children’s rooms was not ready for a child to move into. The registered service manager stated that repairs and redecoration were under way at this property.
p.2
This monitoring visit
Requirements made at the last inspection are outside the scope of this visit. A review of these and the restriction of accommodation notice will take place at the next inspection. Inspection report for supported accommodation provider – monitoring visit: Universal Healthy Minds Limited 3
