p.1
provider

p.1

This monitoring visit
This monitoring visit was completed to evaluate the leaders and managers' response to a significant safeguarding incident. Inspection report for supported accommodation provider - monitoring visit: The London City Care and Support Services Limited SENSITIVE-EMBARGOED
p.1
This monitoring visit
On 13 March 2025, Ofsted received a safeguarding notification about a serious incident relating to the death of child. The child and their adult parent were living with children in care and care leavers in a shared property.
p.2
This monitoring visit
Ineffective leadership and management led to serious and widespread shortfalls. The leaders and managers do not enable, inspire and lead a culture that puts children first and prioritises their wellbeing and development. There is a lack of a sensitive and child- focused approach from staff towards children.
p.2
This monitoring visit
A lack of effective monitoring systems means that regulatory shortfalls have not been recognised and promptly acted on by managers. The training matrix is not kept up to date and there is not sufficient management oversight of the training that staff have completed or their learning from this. Staff do not have the understanding and skills required for their roles. This includes not being able to identify signs of criminal exploitation and knowing how to support children where this is a risk.
p.2
This monitoring visit
The leaders and managers do not always make admission decisions in line with the statement of purpose. The admission process does not include careful consideration of the needs of all children and young adults who share the accommodation.
p.2
This monitoring visit
The leaders and managers have failed to implement appropriate recruitment practices that ensure staff are suitable to work with children and keep them safe from harm.
p.2
This monitoring visit
The children's plans for managing risks to their safety do not always contain accurate information. This undermines staff working consistently as a team to meet the needs of the children and safeguard them from harm.
p.2
This monitoring visit
When leaders and managers introduced the use of the door-sensor alarm at night, they did not update the statement of purpose or children's guide with the relevant information.
p.2
This monitoring visit
Requirements and recommendations made at the last inspection are outside the scope of this monitoring visit and will be reviewed at the next full inspection.
