p.1
Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: 1277497 2
p.1
Findings from the inspection
We identified serious and widespread concerns in relation to the care and protection of children at this assurance inspection.
p.2
Findings from the inspection
Since the last inspection, one child has moved out of the home, and another child has moved in. There has been an increase in serious incidents during this period, including children going missing from home and incidents of self-injurious behaviour. All serious incidents have been reported to Ofsted in line with regulatory requirements.
p.2
Findings from the inspection
Risk management plans do not reflect all known risks, and when new risks are identified, the safeguards in place to keep children safe are not clearly outlined. As a result, the plans do not provide staff with the guidance they need to manage risks effectively. On one occasion, a child was taken on a short break to a caravan without a risk assessment being completed. Although this did not impact the child’s safety, it does not demonstrate effective or safe care practice.
p.2
Findings from the inspection
There has been a high number of physical interventions. Children and staff complete a debrief after each incident. On one occasion, a child’s pockets were searched after they took keys without permission; this action was not in line with the home’s policy. The incident record did not clearly identify who completed the debrief with the child and lacked managerial oversight and evaluation, including whether the intervention used was reasonable and proportionate.
p.2
Findings from the inspection
The home is large and spacious, but some areas require attention to ensure that the environment is clean and well presented. One child’s bedroom requires a deep clean, there are locks fitted to 3 internal doors, and 3 fire doors were found wedged open. In addition, one child had been sleeping on their bedroom floor, and staff were not aware of this. These issues do not demonstrate that children are living in a consistently comfortable or safe environment.
p.2
Findings from the inspection
Leaders and managers have not ensured training is prioritised for all staff to meet the needs of the children. Specific training on self-harm and suicidal ideation has not been undertaken by all staff. One child has a diagnosis of asthma, and no staff have undertaken any training. This does not ensure children are always safeguarded effectively.
p.2
Findings from the inspection
There is currently no registered manager in post. One deputy manager remains in role, as the other has recently left to manage another home. The responsible individual continues to provide support to the deputy manager. Since the last inspection, leaders and managers have not maintained effective oversight of the home and there is a lack of professional curiosity and reflection following incidents.
p.2
Findings from the inspection
Requirements made at the last inspection have not all been met and further shortfalls were identified at this inspection. Assurance inspection report for children’s home: 1277497 3 Following this inspection, a case review was held, and the decision was made to issue compliance notices under Regulation 12, the protection of children standard, and Regulation 13, the leadership and management standard.
