Inspection report for children's home - monitoring visit: 2822814 1 Registered provider: Ellie Divine Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is privately run. It provides care for up to 3 children who may experience social and emotional difficulties.
p.1
Information about this children’s home
The home was registered with Ofsted in September 2025. There is currently no registered manager at the home.
p.1
Information about this children’s home
There were no children living in the home at the time of the visit.
p.1
This monitoring visit
A full inspection was completed on 9 and 10 December 2025. Ofsted judged the home to be inadequate. Significant failures in the leadership and management of the home negatively affected the children’s care and experience. Both children who moved into the home had their time there ended prematurely because of poor practice and decision making by leaders. Ofsted issued a restriction of accommodation notice on 10 December 2025 to prevent the provider admitting further children to the home.
p.1
This monitoring visit
A monitoring visit was carried out on 27 January 2026 to review whether the provider was complying with the restriction of accommodation notice. At this visit, the inspector found that no children had been admitted to the home since the restriction was imposed. The requirements made at the full inspection were not reviewed and were restated.
p.1
This monitoring visit
This monitoring visit was carried out to review the progress the provider has made to address the significant concerns at the inspection in December 2025. This includes whether the provider has continued to comply with the restriction of accommodation notice. Inspection report for children's home - monitoring visit: 2822814 2 The provider has complied with the restriction of accommodation. The inspector found that no children had been admitted or were living at the home at the time of the visit.
p.1
This monitoring visit
The provider has not taken sufficient steps to address the significant shortfalls identified following the inadequate judgement in December 2025. Weaknesses remain in the leadership and management of the home. There is a lack of oversight and support for the new, relatively inexperienced manager and no induction or development plan is in place. The quality of the manager’s supervision is poor. This does not provide assurance that the manager is receiving the support required to develop their skills or effectively manage the home.
p.2
This monitoring visit
Safer recruitment practices are not being followed and do not keep children safe. Leaders and managers have not always ensured that appropriate checks have been completed before staff start in employment. There are gaps in staff employment histories and references are not fully explored. Some references are returned after staff have commenced their employment with no rationale as to why. A disclosure and barring check was completed retrospectively meaning any concerns about the person’s suitability would not have been known before they started.
p.2
This monitoring visit
There continues to be insufficient staff available to care for children. Although new staff have been recruited to work in the home, the staff team does not have the experienced or skills to care for children who may come to live in the home. Staff shortages were being filled through the manager and deputy manager completing additional shifts, reducing their capacity to have managerial oversight. This does not assure the regulator that safe care can be provided to children in this home.
p.2
This monitoring visit
The provider has failed to ensure that the home has sufficient finances available to meet the needs of children. Despite managers continuing to escalate this to the provider, concerns continue around managers and staff not having access to suitable finances. The poor response from the provider does not provide assurances around the organisations ongoing financial management arrangements.
p.2
This monitoring visit
The provider has made insufficient progress against the requirements issued at the full inspection. All requirements have been restated. Inspection report for children's home - monitoring visit: 2822814 3
