 the care of children  the safety of children  the effectiveness of leaders and managers

p.1

Information about this inspection

Inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how Assurance inspection report for children’s home: 2838519 2 well it complies with the Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’.

p.1

Findings from the inspection

Ofsted identified serious and widespread concerns in relation to the care or protection of children at this assurance inspection.

p.2

Findings from the inspection

At the time of the inspection, one child was living in the home. Since the last inspection, another child has moved on after an anticipated, planned move did not occur, resulting in a move at short notice. For example, the child had a poor experience because they were not given enough time or support to prepare for the move. Staff transported the child to a location agreed with the placing authority and then left them to travel to their new home alone. This practice does not adequately safeguard children and increased their vulnerability.

p.2

Findings from the inspection

The child currently living in the home has significant physical disabilities and health needs. The home has not been registered to meet the child’s needs. Leaders and managers do not ensure that home environment is appropriately adapted or assessed for the child’s mobility needs.

p.2

Findings from the inspection

Leaders and managers have not put in robust planning and training to adequately equip staff with the skills and knowledge required to meet the child’s level of need. This has resulted in support to the child that is inconsistent and falls short of what is required.

p.2

Findings from the inspection

Leaders and managers not had effective oversight of staff sufficiency. This has resulted in staff not having specialist training and the required experience, to fully meet the child’s needs. In addition, a high turnover of staff has hindered continuity of care, which has made it difficult for staff to build a meaningful relationship with the child.

p.2

Findings from the inspection

Managers and staff lack a clear understanding of their safeguarding responsibilities. Staff do not have the necessary skills to effectively manage children’s needs or associated risks. Their responses to children’s behaviour lack curiosity and fail to take account of the children’s past experiences. This leaves children vulnerable and increases the potential to exposure to harm.

p.2

Findings from the inspection

Ofsted has not been informed of all serious incidents concerning children’s safety. This lack of reporting undermines the regulator’s ability to provide effective oversight and scrutinise safeguarding arrangements.

p.2

Findings from the inspection

The significance of the shortfalls has led to a restriction notice being issued, preventing further children being admitted to the home for a period of 12 weeks. In addition, compliance notices have been issued under Regulation 12 and Regulation 13. Assurance inspection report for children’s home: 2838519 3 The requirements raised at the last inspection have been repeated in this inspection with one additional requirement raised.
