This monitoring visit
An assurance inspection was carried out on 27 November 2025. The inspector found serious and widespread concerns in relation to the leadership and management of the home, the protection of children and how children are supported to develop positive relationships. Consequently, compliance notices were issued under Regulations 11, 12 and 13. In addition, a notice restricting the accommodation of the home was issued. A monitoring visit to determine the progress leaders and managers had made to address the concerns outlined in the compliance notices took place on 15 January 2026. The inspector found that the compliance notices had not been met. On 19 January 2026, a further compliance notice was issued under Regulation 13.
p.1
This monitoring visit
The purpose of this monitoring visit was to determine the progress that leaders and managers had made to address the concerns outlined in the compliance notice. At the time of this visit, no children were living at the home and the notice restricting the accommodation at the home remained in place.
p.1
This monitoring visit
Leaders and managers have recognised the need to make changes to ensure that managers and staff can meet the needs of children who may live in the home. They have the continued aim that any child who moves into the home will exhibit low-risk behaviours. However, the updated statement of purpose did not clearly reflect this. The document was further updated following discussions at the inspection. Inspection report for children's home - monitoring visit: 2719389 2 A thorough review of all practice in the home has been completed. The review identifies significant shortfalls in practice. This includes insufficient leadership and management oversight, insufficient quality assurance, a lack of support for staff, a lack of multidisciplinary working and not ensuring children’s wellbeing and safety.
p.1
This monitoring visit
Leaders have identified that they need to improve their oversight over all aspects of the care children receive. Plans to carry out on-site weekly audits designed to identify shortfalls in practice and highlight where additional guidance and support are required are in place. These audits will be shared with senior leaders. This aims to provide additional oversight of the care provided and avoid any delays in addressing emerging concerns.
p.2
This monitoring visit
The new staff team members, who were recruited before the last monitoring visit, lack experience of working in residential children’s homes. They have now completed their induction training. This covers training that the organisation deems as essential to their role. Staff who were spoken to said that the training was interesting and beneficial to their development. They have begun to consider their learning in practice by completing 2 opportunities of observing staff practice in other operating children’s homes. However, there have been limited opportunities for them to develop their understanding of safeguarding and apply their learning in practice, and the team’s capacity to meet the needs of the children in care remains untested.
p.2
This monitoring visit
Staff are not yet receiving good-quality, reflective supervision sessions. There is very limited communication between the managers who are overseeing staff when observing practice in other children’s homes and the manager who is providing them with supervision sessions. Written feedback about staff does not provide any analysis or evaluation of their progress and does not consider their developmental needs. Consequently, there is insufficient monitoring and review of staff’s ability to put training into practice. In addition, managers have not supported staff to reflect on their training and knowledge or consider how this relates to their practice, which further raises concerns about the team’s ability to meet children’s needs and keep them safe.
p.2
This monitoring visit
The manager and deputy manager continue to complete the training and development that the organisation deems necessary for them to carry out their roles effectively. The manager has spent time completing induction training with staff and developing relationships. They have spent time with an experienced registered manager to gain an insight into their role. However, they have no experience of working in or managing a children’s home and have not yet had the opportunity to spend time in an open children’s home. Their ability to manage a children’s home and provide consistently good-quality and safe care has not yet been demonstrated. Since the last visit, there has been no progress in completing the deputy manager’s development plan. This provides little assurance that there will be effective day-to- day management in the home.
