Inspection report for supported accommodation provider - monitoring visit: Help Plus 1 Help Plus

p.1

Registered provider: Ziche Limited T/A Help Plus

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service was registered on 6 November 2024 and is operated by a private provider in the North-East, Yorkshire and Humber region. It can accommodate up to 4 individuals in one shared or group-living premise that is not limited to accommodating looked-after children or care leavers.

p.1

provider

At the time of the inspection, one looked-after child aged 16 or 17 was being accommodated.

p.1

provider

The service does not currently have a manager registered with Ofsted. The current manager applied to become the registered service manager on 12 November 2025, and this application is being considered.

p.1

This monitoring visit

Ofsted carried out a full inspection between 17 and 20 November 2025. Significant concerns were identified in relation to leadership and management arrangements and the safeguarding of children. Compliance notices were issued under regulations 4 (the leadership and management standard) and regulation 5 (the protection standard) to address the shortfalls.

p.1

This monitoring visit

On 20 January 2026, Ofsted carried out a monitoring visit. Significant concerns remained in relation to leadership and management arrangements and the safeguarding of children. Therefore, Ofsted issued further compliance notices under regulation 4 and regulation 5.

p.1

This monitoring visit

The purpose of this visit was to assess the progress made by the provider to meet the steps set out in the compliance notices issued under section 22a of the Care Inspection report for supported accommodation provider - monitoring visit: Help Plus 2 Standards Act 2000.

p.1

This monitoring visit

Meetings were held with the nominated individual and the proposed registered service manager. No children have been admitted since the last inspection.

p.2

This monitoring visit

Leaders and managers have amended their practice and now implement suitable systems for monitoring admissions processes. They understand the need to gather sufficient information about children before they move into the service. They understand that this will help them ensure that children’s needs can be met in supported accommodation and they can live safely with other children in the home.

p.2

This monitoring visit

However, leaders and managers do not fully manage the service in line with the statement of purpose. They fail to ensure that children’s plans incorporate their identified vulnerabilities and risk-management strategies. They also do not ensure that plans for support are based on children’s initial referral information. Children’s plans do not consistently include all the actions that staff will take to help the children to stay safe and make progress.

p.2

This monitoring visit

The registered person should ensure that they implement suitable systems for monitoring and oversight and ensure that the service operates in accordance with the statement of purpose, including the assessment and management of risks to children.

p.2

This monitoring visit

Ofsted held a case review meeting on 25 February 2026 and decided that the compliance notice in relation to regulation 4 had not been fully met. Inspection report for supported accommodation provider - monitoring visit: Help Plus 3
