Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under The Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: 2806300 2
p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
Findings from the inspection
At the last full inspection, 4 requirements and 2 recommendations were set. At this assurance inspection, 2 requirements had not yet been met and are restated. One requirement was not reviewed on inspection. This has been restated and will be reviewed at the next inspection.
p.2
Findings from the inspection
Since the last inspection, one child has moved in, and no children have moved out. One child was admitted on an emergency basis, and other children living in the home were not told beforehand. Leaders are recruiting and onboarding staff; however, this was not completed before the child moved in and there was not a full staff team in place. As a result, there has been an increase in the use of agency staff. Leaders maintain oversight of safer recruitment processes for agency workers before they begin working in the home.
p.2
Findings from the inspection
Staff help children maintain their relationships by supporting regular family time. This includes arranging family visits and enabling children to spend time with family members away from home. A parent shared positive feedback about the care staff offer their child.
p.2
Findings from the inspection
Staff have built positive relationships with children. Children share positive feedback about the care from staff. Staff capture photos of the children and staff spending quality time together which they enjoy. There have been no incidents requiring physical intervention. The manager has improved processes regarding the notification of serious incidents to Ofsted.
p.2
Findings from the inspection
Recently, there has been an increase in incidents, and the home conditions have declined. Staff feel that additional staff are needed to manage incidents well and to maintain the home to a good standard of cleanliness and tidiness.
p.2
Findings from the inspection
The manager has made changes to the oversight of missing-from-care incidents to help ensure that key tasks are completed. When children go missing from home, staff search for them and contact relevant professionals and family as necessary. Leaders seek return home interviews for children. However, recent records regarding children going missing from home have seen some shortfalls related to child debrief discussions and oversight from the manager.
p.2
Findings from the inspection
The manager has introduced new processes for children’s care plans, including behaviour support and risk management. However, these are not yet fully embedded and plans contain gaps. Specific needs for children and how staff should support children are not always included, and plans are not consistently updated after incidents. In some cases, risks included are not relevant to the child, which may lead Assurance inspection report for children’s home: 2806300 3 to children being labelled. In addition, expected staffing ratios for children are not clearly set out in their plans.
p.2
Findings from the inspection
There has been an improvement in training for the manager, and team meetings are being held regularly, which supports the staff team. Despite staffing challenges, staff report they feel supported by leaders. There continue to be gaps in the professional supervision of staff.
p.3
Findings from the inspection
The manager has not shared updates to the statement of purpose with Ofsted as per regulatory requirements. Assurance inspection report for children’s home: 2806300 4
