p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: 2839916 2

p.1

Findings from the inspection

We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.

p.2

Findings from the inspection

The child is happy at the home, feels safe and wants to stay at the home until they move on to the next stage of their life: independent living. The child continues to make progress in many areas of their life.

p.2

Findings from the inspection

Improvements have been made to the environment, which the child has been fully involved in. The home is now a more welcoming and homely place. It reflects the child’s personality and choices.

p.2

Findings from the inspection

The child’s educational arrangements have improved. The child is currently attending an alternative education provider, and they now have clear aspirations for their future education.

p.2

Findings from the inspection

Leaders and managers have supported staff to review assessment and support arrangements for when new children move into the home.

p.2

Findings from the inspection

Behaviour is well managed. The manager reviews and understands reasons for any change in the child’s behaviour. Staff provide effective support to the child and work is ongoing to support and develop the child’s understanding of their behaviour, the situations that lead to it and self-management strategies which will serve the child well in later life.

p.2

Findings from the inspection

When the child has been missing from home, staff have meaningful conversations with them on their return. For two incidents, return home interviews have not be carried out by the placing authority. Leaders and managers have escalated this and continue to do so.

p.2

Findings from the inspection

Risk is well managed. Staff are not risk averse and work with the child to develop their understanding of risk and how to manage this. Risk assessments clearly detail known and emerging risks as well as providing clear guidance for staff on how they should mitigate and reduce the level of risk.

p.2

Findings from the inspection

Staff use of professional curiosity to understand safeguarding concerns has improved. However, on one occasion concerns were identified and staff did not explore the opportunity for further information to be gathered and shared. Leaders and managers ensure that they share safeguarding concerns with the child’s social worker. However, it is not always clearly recorded that this is done.

p.2

Findings from the inspection

Leaders and managers complete investigations when there are concerns about staff practice. However, they do not always identify lessons learned and actions that could be taken to prevent a reoccurrence. Assurance inspection report for children’s home: 2839916 3 Leaders and managers have developed their oversight and monitoring of the home. This had led to improvements in the quality of care and the support for staff.

p.2

Findings from the inspection

There is a full staff team in place; however, this is still a relatively new team and some of the staff are inexperienced in childcare. Leaders and managers have developed specific sessions to develop staff skills. This has included training on the child’s legal status, as well as learning about the home’s therapeutic approach and care model.

p.3

Findings from the inspection

Leaders and managers have worked effectively with staff to improve the quality of their recording skills. This has led to the child’s records being detailed, current and consistent. The child’s records are written in such a way as to be meaningful to the child should they wish to access these in the future. In addition, the staff now capture the discussions and meaningful conversations they have with the child. These conversations help the child to develop their understanding of needs, self- management skills, independence skills as well as express their views, opinions and their goals for the future.

p.3

Findings from the inspection

Staff receive regular good-quality supervisions from leaders and managers. These sessions help staff reflect on and develop their practice.

p.3

Findings from the inspection

Leaders and managers have addressed all the requirements and recommendations made at the previous inspection. One new requirement and one new recommendation have been made. Assurance inspection report for children’s home: 2839916 4
