Inspection report for supported accommodation provider – monitoring visit: Beaufort Support Services Beaufort Support Services
p.1
Registered provider: Beaufort Support Services
p.1
Inspected under the social care common inspection framework
p.1
provider
The service is owned and managed by a private provider. It provides 2-shared living premises that are limited to accommodating looked-after children or care leavers.
p.1
provider
At the time of the visit, the service provided accommodation for 9 children aged 16 and 17 years old.
p.1
provider
The service and service manager registered with Ofsted in January 2025.
p.1
This monitoring visit
This visit was carried out to monitor the provider’s ability to safeguard children. It took place in response to the volume of Regulation 27 notifications that Ofsted had received. These related to the management of children’s needs, referrals to the local authority designated officer (LADO) and children going missing.
p.1
This monitoring visit
The provider was not given notice of the visit.
p.1
This monitoring visit
Inspectors visited both the premises where children were living.
p.1
This monitoring visit
The inspectors found significant regulatory breaches relating to the leadership and management of the service.
p.1
This monitoring visit
Leaders and managers have failed to ensure that only children who are ready to live in supported accommodation do so, and that staff are suitably trained to support children. Inspection report for supported accommodation provider – monitoring visit: Beaufort Support Services Leaders and managers have demonstrated some awareness of mismatches between children’s needs and the service’s capacity. They have recognised that several children have been admitted into the service before the children have the skills required for semi-independent living.
p.1
This monitoring visit
The lack of targeted, specialist training for staff has limited their ability to meet the complex needs of those children who are not yet ready for a supported accommodation.
p.2
This monitoring visit
Leaders have taken corrective steps to identify and move some children on to more appropriate placements. However, two children who require a higher level of support, due to their continued risk of criminal exploitation and community-based harm, remain in the service. Leaders and managers are now taking action to improve support for these children, and plans are in place for these two children to move to more appropriate placements.
p.2
This monitoring visit
Children’s safety is compromised. Since the service was registered in January 2025, children have been reported missing from home regularly. Some children have since moved on to alternative placements. However, two children continue to go missing regularly and remain at significant risk when they do so.
p.2
This monitoring visit
Staff respond appropriately when children go missing from their homes. The staff follow the children’s individual support and safety plans, and they appropriately notify the local authority and police each time a child is missing. On the children’s return, staff make genuine efforts to engage with children. Staff explore the reasons why children went missing in order to try to reduce the likelihood of further episodes. Despite the efforts of staff, the strategies used are not effective in reducing the persistently high level of missing-from-home episodes for children.
p.2
This monitoring visit
Leaders and managers consistently notify local safeguarding teams of concerns, maintaining close partnership working with agencies such as the police. The action taken by leaders and managers following a referral to the LADO is appropriate and in line with procedures, and it demonstrates a commitment to multi-agency safeguarding practice.
p.2
This monitoring visit
The provider has not fully met its regulatory responsibilities. While the provider consistently notifies safeguarding agencies of significant incidents, the provider has failed to notify Ofsted of all significant incidents as required. This limits Ofsted’s ability to maintain proper oversight of the service and to understand how effectively children are being safeguarded. This failure undermines transparency and weakens external assurance of safety. Inspection report for supported accommodation provider – monitoring visit: Beaufort Support Services
