Information about this inspection
Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with the Children's Homes (England) Regulations 2015 and the 'Guide to the Children's Homes Regulations, including the quality standards'. Assurance inspection report for children's home: 2807396 2
p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
Findings from the inspection
Since the last inspection, one child has moved out and another has moved in. Leaders and managers gathered the necessary information from the placing authority to assess whether the home could meet the child’s needs. The child experienced a planned transition, including a visit to the home before moving in.
p.2
Findings from the inspection
Staff ensure that the child attends all health appointments. The child has regular hospital visits, and staff provide them with sensitive care.
p.2
Findings from the inspection
The child is currently not in school; however, staff provide alternative learning opportunities, including educational worksheets. The child also volunteers weekly at a homeless shelter.
p.2
Findings from the inspection
Staff have appropriate discussions with the child to help them to understand how to keep safe, covering topics such as healthy relationships, exploitation and family time.
p.2
Findings from the inspection
The child’s risk assessment is up to date and supports staff to understand the child’s vulnerabilities and how to keep them safe. The child’s views are included, and the assessment is reviewed regularly.
p.2
Findings from the inspection
Safeguarding concerns are managed well through multi-agency input and collaboration with the child. When the child returns home from being missing, they have an external return home interview. Regular professionals’ meetings ensure that leaders have the information that they need to provide good-quality care to the child.
p.2
Findings from the inspection
Staff know which external professionals to contact if the child makes an allegation.
p.2
Findings from the inspection
There is now an effective monitoring and review system in place. This allows leaders to have consistent oversight of staff practice and the child’s quality of care. This improved oversight also means that the child’s records are organised and up to date.
p.2
Findings from the inspection
All staff receive training that meets the needs of the children in the home. Staff can explain how the training improves their practice. A workforce plan now supports staff development and details their qualifications and experience.
p.2
Findings from the inspection
Staff feel well supported and speak positively about their induction, team meetings and team days, which include learning support and child-focused discussions. However, supervision does not consistently consider the child’s needs, and records are inconsistent. Assurance inspection report for children's home: 2807396 3 Leaders and managers have improved the recruitment process, although staff members’ full employment histories are not always clearly documented.
p.2
Findings from the inspection
Leaders and managers have made good progress in addressing the requirements and recommendations from the home’s last inspection. One recommendation made at the last inspection regarding behavioural consequences was outside the scope of this visit and was not considered. This recommendation remains in the report.
