p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children's home: SC065046 2

p.1

Findings from the inspection

We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.

p.2

Findings from the inspection

All children continue to make progress. Children said they like living at the home and feel safe there. They spoke about the different activities they are able to do, which are not only fun but help build their social skills and self-confidence, as well as providing them with positive experiences and memories of their time at the home.

p.2

Findings from the inspection

Since the previous inspection, one child has left the home and another has moved in. Despite identifying concerns about a child’s new placement, leaders and managers did not make a safeguarding referral. Currently, leaders and managers are carrying out a review of this child’s placement, intending to use the lessons learned from this review to further improve practice at the home. The new child’s move into the home was very well managed. The child’s social worker said staff managed the whole process very sensitively, fully involving her and the child throughout. As part of this process, leaders and managers assessed staff skills and training alongside the needs of the child, to ensure staff could effectively meet these.

p.2

Findings from the inspection

Staff manage safeguarding concerns well. Leaders and managers work effectively with multi-agency partners. Staff are increasingly curious about children’s online life and use of the internet, enabling them to effectively help children to understand online risks and develop the skills to keep themselves safe.

p.2

Findings from the inspection

Behaviour is well managed. Behaviour support plans now provide clear guidance for staff on how to meet each child’s needs. This includes clear expectations for staff to check in on children when they are in their bedrooms. This promotes consistency of care.

p.2

Findings from the inspection

Each child has an up-to-date missing person protocol in place which includes information on their needs, vulnerabilities, known people and addresses. These protocols are updated following incidents.

p.2

Findings from the inspection

Children’s risk assessments have improved in quality and consistency, which helps protect children. These highlight known and emerging risks alongside clear guidance on how staff will mitigate these risks.

p.2

Findings from the inspection

Children are at different points in their educational journey and staff recognise the ongoing support children need. Staff strongly advocate for the children and are proactive in working with education providers. Staff challenge education providers when they feel a child is not receiving the educational input and support they need.

p.2

Findings from the inspection

Improvements have been made to the environment since the last inspection, which include new fire doors being installed. Staff create a welcoming, comfortable home which reflects the children who live there. In particular, children’s rooms are personalised to their tastes and staff ensure they are kept clean and tidy. Assurance inspection report for children's home: SC065046 3 The manager now has systems in place to monitor care in the home to help them identify what the home is doing well, what further improvements or developments are needed and how these will be addressed. However, leaders and managers are not consistently identifying the intended impact of improvements on the children, staff or the home.

p.2

Findings from the inspection

Staff are positive about working at the home. There have been some changes in the staff team, which have been well managed. Staff are now receiving consistent good- quality supervision which supports their development and enhances the care they provide for children. When needed, leaders and managers take effective action to address staff performance issues. This is done in a developmental and supportive way, including with additional training where required.

p.3

Findings from the inspection

All requirements and recommendations made at the previous inspection have been met.

Recommendations

 The registered person should ensure that, when they have safeguarding concerns about a provider or provision a child from their home is moving to, they make an appropriate safeguarding referral as part of their wider duty of care. (‘Guide to the Children’s Homes Regulations, including the quality standards’, page 43, paragraph 9.8)  The registered person should ensure as part of their monitoring that when areas for development are identified, they clearly set out the intended impact of the improvement work on children, staff and the home.
