Inspection report for supported accommodation provider - monitoring visit: Help Plus 1 Help Plus

p.1

Registered provider: Ziche Limited T/A Help Plus

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service was registered on 6 November 2024 and is operated by a private provider in the North-East, Yorkshire and Humber region. It can accommodate up to 4 individuals in one shared or group-living premise that is not limited to accommodating looked-after children or care leavers.

p.1

provider

At the time of the inspection, 2 looked-after children aged 16 or 17 were being accommodated.

p.1

provider

The service does not currently have a manager registered with Ofsted. The current service manager applied to become the registered service manager on 12 November 2025, and this application is being considered.

p.1

This monitoring visit

Ofsted carried out a full inspection between 17 November and 20 November 2025. Significant concerns were identified in relation to leadership and management arrangements and the safeguarding of children. Compliance notices were issued under regulations 4 (the leadership and management standard) and regulation 5 (the protection standard) to address the shortfalls.

p.1

This monitoring visit

The purpose of this visit was to assess the progress made by the provider to meet the steps set out in the compliance notices issued under section 22a of the Care Standards Act 2000.

p.1

This monitoring visit

Meetings were held with the nominated individual, the proposed registered service manager, the head of care and one child. Discussions were held with one child’s social worker and the local authority designated officer. Inspection report for supported accommodation provider - monitoring visit: Help Plus 2 One child has been admitted since the last inspection.

p.1

This monitoring visit

Leaders and managers do not implement suitable systems for monitoring admissions processes. They do not ensure that the service operates in accordance with the statement of purpose.

p.2

This monitoring visit

Leaders and managers do not gather sufficient information about children before they move into the service. They do not fully understand children’s vulnerabilities at the point of admission. This means that they may admit children whose needs cannot be met in supported accommodation. They do not ensure that children can live together in shared accommodation safely.

p.2

This monitoring visit

Leaders and managers do not monitor the quality of their service effectively. They have completed a review of the quality of support and submitted this to Ofsted. However, this does not meet regulatory requirements or adequately consider the shortfalls identified in the inspection. This is a missed opportunity to reflect on areas of identified strengths and weaknesses and the experiences of children.

p.2

This monitoring visit

Leaders and managers have improved the help that they give children to learn how to manage risks, rather than removing them. For example, all children now receive their weekly allowances in full rather than in instalments. Furthermore, children in shared accommodation now have front-door keys. These amended practices help children to gain the independent living skills that they need.

p.2

This monitoring visit

Leaders and managers have amended their procedures for protecting children who are missing from home. They have trained all staff in behaviour management techniques. This training will help staff to de-escalate incidents more effectively.

p.2

This monitoring visit

Leaders and managers have improved the quality of children’s plans. These now record all the actions that staff will take to help the children to stay safe and make progress. Staff work with children to help them learn how to stay safe and make progress.

p.2

This monitoring visit

Leaders and managers have amended their processes for the recruitment of staff. They now ensure that appropriate recruitment arrangements are in place.

p.2

This monitoring visit

Ofsted held a case review meeting on 23 January 2026 and decided that neither compliance notice had been fully met. Therefore, compliance notices in relation to regulation 4 and regulation 5 will be re-issued. Inspection report for supported accommodation provider - monitoring visit: Help Plus 3
