p.2
Overall experiences and progress of children and young people: outstanding
Children have made significant progress from their starting points. A stable staff team and strong, positive relationships have supported the children to settle and develop well. Staff have a clear understanding of children's needs and have created an environment in which the children feel able to safely explore and express their identities.
p.3
Overall experiences and progress of children and young people: outstanding
Staff actively support children to maintain meaningful and lasting relationships. They work directly with children and their families to strengthen these connections and to pursue reunification wherever possible. For children preparing to leave the home, staff invest significant time in planning and coordinating smooth transitions. They also anticipate children's ongoing support needs, working closely with the placing authority to provide an appropriate package of outreach.
p.3
Overall experiences and progress of children and young people: outstanding
Children are enrolled in education, and staff consistently advocate on their behalf to secure appropriate assessments and suitable provision. As a result of this support and advocacy, children have been able to sustain their education placements and make progress towards formal qualifications.
p.3
Overall experiences and progress of children and young people: outstanding
The home provides a warm, welcoming environment where children feel safe. It is well maintained throughout, with calm and carefully chosen decor that creates a relaxed, family-style atmosphere.
p.3
Overall experiences and progress of children and young people: outstanding
Staff hold high aspirations for the children and ensure that they have access to a wide range of meaningful experiences. Children participate in activities that promote independence and self-confidence, including driving lessons, concerts and attending Pride events independently. Staff consistently advocate for children's best interests and appropriately challenge decisions when they believe that the desired outcomes may not be achieved.
p.3
Overall experiences and progress of children and young people: outstanding
Children are actively listened to, and their views are meaningfully incorporated into the daily running of the home. They feel confident expressing their feelings and making requests. Relationships between staff and the children are positive and trusting. The children seek out staff and engage with them comfortably, which was evident in the relaxed and good-humoured interactions observed during the inspection. These positive dynamics reflect the strong relationships that staff have worked hard to build, ensuring that the children feel heard, respected and valued.
p.3
How well children and young people are helped and protected: outstanding
Staff take time to understand each child and their individual needs. They respond with warmth and clear, nurturing boundaries that support the children to settle comfortably into the home. Inspection report for children's home: SC069474 4 Children's mental health needs are prioritised, with staff supporting their engagement with child and adolescent mental health services and other therapeutic services. Staff are skilled in preventing self-harm and know how to access timely external support when needed. As a result of consistent intervention, one child has developed safer strategies for managing their emotions and now seeks staff support appropriately when feeling low.
p.3
How well children and young people are helped and protected: outstanding
Children with significant risks and a history of going missing from home have shown a marked reduction in these behaviours and are no longer going missing from the home. On the rare occasions when this does occur, staff act promptly to locate the child and ensure their safe return. When a child in crisis needs to leave the home, staff maintain an appropriate distance to ensure the child's safety while allowing them space to regulate their thoughts and feelings. Planning around independence is carefully considered, with safety remaining the overriding priority.
p.4
How well children and young people are helped and protected: outstanding
The children receive clear guidance on how to keep themselves safe, both in the home and in the community. Incidents are managed confidently and with respect for each child's dignity. Records are detailed and are used to inform ongoing learning and development in the home. Managers review incidents promptly to ensure that children's plans are updated and that any learning is incorporated into practice.
p.4
How well children and young people are helped and protected: outstanding
The use of restraint in the home has been minimal. When it has been required, it has been used appropriately and proportionately in response to the behaviour presented. Managers review all incidents promptly and meet with staff and children to discuss what took place.
p.4
How well children and young people are helped and protected: outstanding
Managers and staff work effectively with external professionals, providing regular updates to ensure that they are fully informed about any incidents and emerging challenges affecting children, both in the home and in the wider community.
p.4
The effectiveness of leaders and managers: outstanding
The organisation is undergoing a period of change, and leaders are taking a comprehensive approach to reviewing the systems used to monitor the quality of children's care. Although the revised systems are not yet fully implemented, clear plans and timescales are in place.
p.4
The effectiveness of leaders and managers: outstanding
The home is led by a highly ambitious and dedicated manager who is committed to achieving the best outcomes for children. She works collaboratively with external agencies and confidently challenges decisions when she believes a child's needs are not being prioritised. The manager is visible, approachable, and has overseen the integration of 2 teams effectively. Staff speak very positively about her leadership and the support that she provides. They deliver consistent care to the children as a result of this. Inspection report for children's home: SC069474 5 Managers respond promptly to any concerns in the home and follow appropriate reporting procedures. Follow-up work is completed with all relevant individuals to ensure that issues are resolved and that everyone feels heard and reassured that appropriate actions have been taken.
p.4
The effectiveness of leaders and managers: outstanding
Staff receive a wide range of training opportunities that enhance their knowledge and equip them to support children in overcoming barriers and making progress. Training documentation does not fully enable the manager to have comprehensive oversight of specialist training and potential gaps, although this has not had an impact on the care for the children.
p.5
The effectiveness of leaders and managers: outstanding
Supervision sessions are held monthly, and staff receive annual appraisals. These appraisals help staff to identify areas for development and progression. They feel that managers invest in them as individuals. However, the quality of supervision records varies, with some lacking depth. Agreed actions are not always followed up or tracked in subsequent sessions. Despite this, the team reports feeling well supported and values the supervision provided. Inspection report for children's home: SC069474 6
p.5
Recommendation
The registered person should ensure consistency in supervision recording. In particular, ensuring that all supervision records make note of the supervision outcomes. ('Guide to the Children's Homes Regulations, including the quality standards', page 61, paragraph 13.4)
