Inspection report for supported accommodation provider - monitoring visit: Kinder Home Care Services Ltd 1 Kinder Home Care Services Ltd
p.1
Registered provider: Kinder Home Care Services Ltd
p.1
Inspected under the social care common inspection framework
p.1
provider
This service is operated by a private provider. It can accommodate up to 8 children in shared accommodation over 3 premises, which are limited to accommodating looked-after children or care leavers. No children were accommodated at the time of the visit.
p.1
provider
The registered manager and the nominated individual registered with Ofsted at the same time as the organisation, in January 2024. On the day of the visit, the registered manager submitted an application to cancel their registration.
p.1
This monitoring visit
On 24 September 2025, a full inspection was undertaken of the supported accommodation service. Significant concerns were raised during the inspection. This led to a compliance notice being issued, related to regulation 4 of The Supported Accommodation (England) Regulations 2023.
p.1
This monitoring visit
A monitoring visit took place on 5 November 2025 to assess the actions taken by the provider in response to the concerns set out in the compliance notice. The visit found that the provider had not taken effective action and none of the concerns identified had been fully resolved. Due to the ongoing concerns a further compliance notice was issued. In addition, a notice restricting accommodation was also issued.
p.1
This monitoring visit
The purpose of this monitoring visit was to again assess the actions taken by the provider in response to the concerns set out in the compliance notice. The visit has again found that the provider has not taken effective action to address the concerns, and none have been fully resolved. The provider has again failed to meet the requirements of the compliance notice. The restriction of accommodation remains in Inspection report for supported accommodation provider - monitoring visit: Kinder Home Care Services Ltd 2 place. Requirements are restated and Ofsted will consider what further enforcement action is necessary.
p.1
This monitoring visit
The ongoing shortfalls demonstrate a lack of understanding and/or regard for legislation in respect of supported accommodation and the capacity to delivery safe support in accordance with The Supported Accommodation (England) Regulations 2023. This does not provide assurance that the provider has the capacity, competence or capability to provide safe, good-quality support to vulnerable children.
p.2
This monitoring visit
There is an absence of strong leadership or management oversight, which has had negative consequences for the safety and protection of children. The registered service manager announced their immediate resignation from the role during the visit. This further undermines the already ineffective management structure.
p.2
This monitoring visit
Since the last monitoring visit, placing authorities have removed all the children who were living with the provider. The provider has complied with the restriction of accommodation, and no children have been admitted to the service. Therefore, there were no children accommodated at the time of this monitoring visit.
p.2
This monitoring visit
Leaders and managers have not taken effective action to address the shortfalls in recording. Children’s support needs, progress and outcomes are not accurately recorded and therefore cannot be fully reviewed or evaluated within the provision or for the benefit of the child and placing authority.
p.2
This monitoring visit
Leaders and managers have not ensured that adequate records are kept of incidents when children go missing from home. The quality of the records meant it was not clear to what extent staff had followed missing-from-home procedures. The registered service manager struggled to locate information relating to the incident, eventually locating an online instant message. There was no formal case record of the incident.
p.2
This monitoring visit
None of the children wanted to move, particularly one who has been required to go a considerable distance from their support network.
p.2
This monitoring visit
Leaders and managers have not ensured necessary improvements in risk management. Risk assessments continue to be weak and incomplete. One child did not have adequate risk assessments to ensure they would be effectively safeguarded. Risk assessments had again not been updated with new information. This ongoing lack of progress to ensure risk assessments are completed and implemented adds to the ongoing concern about the provider’s ability to effectively oversee and ensure the protection of children.
p.2
This monitoring visit
Leaders and managers had previously accepted children whose needs had not been appropriately assessed. This contributed to a failure to provide staff with the appropriate additional training needed to safely and effectively support children. This lack of knowledge contributed to a member of staff giving wrong advice to a child Inspection report for supported accommodation provider - monitoring visit: Kinder Home Care Services Ltd 3 which could have had a fatal outcome. The registered service manager acknowledged they had not read the daily notes so had not been aware of this.
p.2
This monitoring visit
Leaders and managers’ monitoring and oversight are ineffective. The provider was unaware of most concerns identified at this visit. The lack of appropriate monitoring has contributed to the failure to make the necessary improvements.
p.3
This monitoring visit
Leaders and managers have not maintained clear oversight of staff training. They could not provider a coherent record of staff training, drawing from three different sources of information. Therefore, it was unclear whether staff had received and completed appropriate training to support children. Leaders and managers were unable to show that any additional work had taken place since the last monitoring visit to help staff understand policies and procedures.
p.3
This monitoring visit
There are currently no staff working in the provision. Before the children moved out of the accommodation, two staff had received supervision. The records were limited and did not demonstrate the necessary focus on the capacity of staff to enhance their knowledge and skills to meet the needs of children. Leaders’ lack of awareness of shortfalls in staff practice meant that these issues had not been explored with staff. Recommendations
The registered person should ensure that staff work closely with the accommodating authority to review the ongoing suitability of the placement or arrangement and assess the evolving circumstances of the child to ensure that the service continues to provide them with high-quality support that meets their needs and keeps them safe. If it becomes apparent that the child’s needs are such that they require, on a longer-term basis, high levels of care from their placement rather than the support that can be delivered in supported Inspection report for supported accommodation provider - monitoring visit: Kinder Home Care Services Ltd 9 accommodation, the provider should alert the accommodating authority to consider whether the child’s placement in supported accommodation is right for them.
