Inspection report for supported accommodation provider - monitoring visit: Safe Hands Care & Support Services 2
p.2
This monitoring visit
Ofsted conducted a full inspection between 29 September and 3 October 2025 and found serious concerns in leadership, management, and safeguarding. A notice restricting accommodation and two compliance notices were issued. Following a monitoring visit on 28 October 2025, the restriction notice was lifted.
p.2
This monitoring visit
A monitoring visit was carried out on 27 November 2025 to consider the 2 compliance notices. Leaders and managers had not fully addressed the shortfalls in the compliance notices.
p.2
This monitoring visit
Before this latest monitoring visit, Ofsted was made aware by an anonymous source of serious safeguarding concerns. Ofsted shared the information with the police and the local authority.
p.2
This monitoring visit
At the time of this visit, 2 children were living on their own in separate group-living homes. Leaders and managers devise support plans from the information received from placing authorities. They have completed risk assessments of children’s specific vulnerabilities.
p.2
This monitoring visit
There have been delays in leaders and managers informing Ofsted of serious safeguarding incidents. This means that the regulator does not have effective oversight of the service.
p.2
This monitoring visit
Nine children have recently left the service and moved into other homes. Leaders and managers do not always agree for children to move to alternative placements when this is assessed as being in their best interests. This means that some children are unsettled in their new homes.
p.2
This monitoring visit
A small team of staff offer support to children in the premises. Leaders and managers offer an on-call service for children when staff are not available in the supported accommodation.
p.2
This monitoring visit
The compliance notices and requirements were not considered and will be reviewed at a future monitoring visit.
p.2
This monitoring visit
Following this visit, and as a result of a police investigation, Ofsted issued notices suspending the registration of the provider and the registration of the service manager. Ofsted will keep these notices under review. Inspection report for supported accommodation provider - monitoring visit: Safe Hands Care & Support Services 3
