p.1
Inspected under the social care common inspection framework
p.1

p.1

p.1
This monitoring visit
Ofsted carried out a monitoring visit on 6 January 2026. This was in response to concerns raised by agencies about the leadership and management of the service. In particular, concerns about safeguarding practice, the quality of support that children receive and the standard of accommodation.
p.1
This monitoring visit
Leaders and managers do not have effective systems in place to monitor the service in accordance with their statement of purpose. This affects children's overall experience and outcomes.
p.1
This monitoring visit
Leaders, managers and staff are unable to locate all information relating to children. This includes documents such as support plans and risk management plans. As a Inspection report for supported accommodation provider - monitoring visit: Victorious Living Health Care Limited result, the registered service manager is uncertain about children's progress and outcomes.
p.1
This monitoring visit
Staff complete key-work sessions with children. However, their plans do not always reflect their current needs or how staff should best respond to them. Staff do not always consult with children about their plans. In addition, plans do not include key information from other agencies or include strategies for staff on how to support children to manage their vulnerabilities. This prevents staff from providing children with meaningful and tailored support.
p.2
This monitoring visit
Incident management processes are weak. The registered person does not always have oversight of incidents or provide guidance to staff. Furthermore, incident records are not easily accessible by staff. The registered person could not locate all incident records and does not have a system in place to be able to track them. This affects the manager's oversight of incidents and does not help children to learn from them or how to keep themselves safe.
p.2
This monitoring visit
Leaders and managers fail to notify Ofsted following serious incidents. There have been incidents requiring police involvement and where children have suffered harm. The registered person has not considered that these incidents would require a notification to Ofsted. This limits Ofsted's ability to ensure that the provider has taken the necessary actions to keep children safe.
p.2
This monitoring visit
Leaders and managers do not ensure that accommodation is fully furnished, well maintained and homely for children. Maintenance issues, such as cleaning, removing rubbish and basic repairs, are not always completed in a timely manner. Some areas of the accommodation are affected by damp walls, including a staff sleeping area. In another property, broken fire doors have not been repaired as well as other items in the accommodation. This makes the accommodation uninviting and unsafe for children and staff.
p.2
This monitoring visit
Children say that they feel supported by staff and can identify a trusted adult who they can talk to. Staff feel supported by leaders and managers and feel they communicate well. There is consistency in the staff team, enabling children to develop positive relationships.
