Inspection report for children’s home – monitoring visit: SC392492 1 SC392492 Registered provider: YCPG Services Ltd

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is privately owned. It provides care for up to 4 children who may experience childhood instability, which may lead to trauma and associated risks.

p.1

Information about this children’s home

The manager is registered with Ofsted. At the time of this inspection, the manager was absent from work and an interim manager was overseeing the day-to-day care.

p.1

Information about this children’s home

The responsible individual left in October 2025. The registered provider has recently appointed a new responsible individual, and Ofsted is currently checking this person has the relevant capacity, experience and skills to carry out the role.

p.1

Information about this children’s home

At the time of this inspection, 1 child was living at the home.

p.1

This monitoring visit

This home was judged inadequate at the full inspection that took place on 11 and 12 November 2025. Due to the concerns identified during the full inspection, Ofsted issued a notice restricting accommodation. Ofsted also issued a compliance notice under regulation 12 of The Children’s Homes (England) Regulations 2015. Because there were significant concerns about the safety of children, a visit to review this compliance notice took place two weeks after the full inspection.

p.1

This monitoring visit

The purpose of the visit was to review the compliance notice in relation to the safety and wellbeing of children and ensure the restriction notice had been adhered to. No other requirements were reviewed at this inspection.

p.1

This monitoring visit

Since the last inspection, one child has moved out of the home. Staff are positive about the support they receive from the interim manager and the deputy manager. Inspection report for children’s home – monitoring visit: SC392492 2 Staff have undertaken training and have been provided with opportunities for reflection and learning. However, staff have not been able to demonstrate that they can apply their learning effectively to keep children safe.

p.1

This monitoring visit

Managers and staff failed to take appropriate action when a child shared that they had been sexually assaulted prior to living in the home. Failure to share significant information undermines multi-agency working and compromises the effectiveness of safeguarding arrangements. Leaders and managers did not ensure the child was supported to explore the allegation of harm. This has reduced opportunities to consider signs of exploitation, provide reassurances that their experiences are taken seriously, and ensure they have access to appropriate support.

p.2

This monitoring visit

Staff do not keep children safe online. For example, staff are not professionally curious in their practice. This has limited their ability to explore the child’s interactions online and identify risks or patterns of concern. As a result, the child is frequently interacting with unknown individuals with little exploration of any risk this may pose. In addition, the child is not receiving support to help them to keep themselves safe online.

p.2

This monitoring visit

Online safety monitoring systems do not strike a balance between safeguarding and respecting the child’s right to privacy. Poor planning in relation to these systems limits opportunities to anticipate and respond to risk. For example, there was a period when the monitoring system could not be used because log-in information could not be accessed by managers or staff working in the home at the time of the concern. These systems are not safeguarding the child effectively. The acting manager had identified these shortalls and a meeting to address this was scheduled at the time of the inspection.

p.2

This monitoring visit

A review of allegations made by children in the last 6 months has taken place. This review identified that leaders and managers did not consistently take appropriate action and follow the advice of safeguarding agencies. Action has been taken, demonstrating learning from the review process. At the time of this inspection, formal investigations were taking place to review practice.

p.2

This monitoring visit

The child living in the home has made some progress from their starting point. They have not gone missing from the home. Staffing supervision levels have decreased from 2 to 1 to 1 to 1, alongside the child having a positive experience of spending time with their family. This is supporting the child to have experiences more comparable to their peers, while balancing this with the child’s safety.

p.2

This monitoring visit

The child is now attending school daily and has increased their hours of attendance since the last inspection. There are some emerging concerns regarding disrupted sleep patterns, which has the potential to impact their wellbeing and ability to concentrate at school. Leaders and managers are monitoring the situation; however, Inspection report for children’s home – monitoring visit: SC392492 3 inconsistent practice around mobile phone boundaries is not helping the child settle at an appropriate time each night.

p.2

This monitoring visit

At the time of the inspection, the home was undergoing refurbishment. Decorators were present during the inspection, and some areas of the home had already been painted. A sensory room is being developed to enable children to have a calming space to spend time in.

p.3

This monitoring visit

Due to significant concerns about safeguarding practice, Ofsted are considering enforcement powers and continue to monitor the home closely. The restriction of accommodation notice remains in place. Inspection report for children’s home – monitoring visit: SC392492 4
