This is a privately run residential family centre. The primary purpose of the centre is to support local authorities in completing fair and evidence-based assessments of parenting capacity and skills.
p.1
Information about this residential family centre
The centre is registered to accommodate up to 20 families over 2 properties. At the time of the inspection, there were 6 families staying at the centre. Each family has their own self-contained apartment and shares the communal rooms.
p.1
Information about this residential family centre
There has been no registered manager since 28 November 2025. The interim manager has applied to register with Ofsted.
p.1
Inspection date: 15 December 2025
Date of previous inspection: 11 February 2025
p.1
This monitoring visit
This visit was undertaken to address specific concerns or allegations received by Ofsted. The concerns specifically related to staff skills and sufficiency, and the suitability of the environment.
p.1
This monitoring visit
Senior leaders have good oversight of safeguarding concerns. When safeguarding concerns are raised, such as allegations about staff, appropriate action is taken to ensure that families are safeguarded. Investigations are thorough and senior leaders consider patterns and themes and proactively address these.
p.1
This monitoring visit
The manager does not have good oversight of medications brought into the centre. When parents manage their own medication, there is no process to record what medication is on site. There is no consideration by the manager or staff as to whether there is any impact on parenting ability should a parent not take their prescribed medication. There is no clear guidance for what action should be taken in these circumstances. Inspection report for residential family centre - monitoring visit: Foundations Sheffield 2 Staff do not have the right skills or experience to meet the needs of neurodiverse families. Parents who are neurodiverse said that they did not feel that staff understood them. This has led to several incidents of families misunderstanding instructions, which then led to concerns about parental responses to children. Some staff work collaboratively with families when these instances happen. However, there

were also several examples that lacked accountability and learning from management and staff. Furthermore, managers have failed to request a neurodiversity assessment for one child.
p.2
This monitoring visit
When parents make complaints, these are investigated and parents have opportunities to share their worries with the manager. Records show that there are honest discussions with parents and their complaints are taken seriously.
p.2
This monitoring visit
Staff work proactively to ensure that older children who move into the centre have a place at a local school. This has supported routines for the whole family.
p.2
This monitoring visit
There are enough staff to ensure the safety of families. When required, additional staff are used at weekends to support families. This enables them to enjoy safe time in the community as a family.
p.2
This monitoring visit
Four families spoke to inspectors. Some families shared positive experiences and felt that the centre had supported them to improve their parenting. Other families felt that they were misunderstood by staff and that their opinions were not valued.
p.2
This monitoring visit
Senior leaders review the monitoring levels of families at least weekly. This is discussed with the team and staff advocate for the lowest level of safe monitoring with local authorities. When incidents happen that require increased monitoring, staff respond swiftly to ensure children's safety and inform local authorities quickly.
p.2
This monitoring visit
The requirements and recommendations raised at the last inspection were not reviewed at this visit and will remain in place until they are reviewed at the next inspection. Inspection report for residential family centre - monitoring visit: Foundations Sheffield 3

(Residential family centres: NMS 7.2) The registered provider should ensure that prior to a placement, a risk assessment is carried out to ensure that the centre is well placed to meet the family's needs and that the family is able to fit in with the centre's other residents.
