Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children's Homes (England) Regulations 2015 and the 'Guide to the Children's Homes Regulations, including the quality standards'. Assurance inspection report for children's home: 2628010 2
p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
Findings from the inspection
Since the last inspection, one child has moved out of the home, and one child has moved in. Children’s moves out of the home are carefully planned and carried out in accordance with their wishes and feelings. When children move into the home, staff take time to gather information from the professionals involved in their care to ensure they have a thorough understanding of their needs.
p.2
Findings from the inspection
There has been instability in the leadership and management of the home. Following a period of pre-planned leave for the registered manager, an interim manager was appointed. However, shortly after starting in post, they resigned. A further interim manager from within the company oversaw the home for a time, and a new manager has since commenced in post. The interim manager has a good understanding of the areas for improvement and has begun to implement changes.
p.2
Findings from the inspection
The high turnover of staff is impacting negatively on the child’s experience of living at the home. Leaders and managers do not use agency staff and instead use staff from within the company. This helps promote consistency of care for children and the child has built positive relationships with few staff. Frequent changes in staff have resulted in the child losing trust in the staff team as a whole and withdrawing from activities with staff.
p.2
Findings from the inspection
Staff support the child to meet their health and educational needs. The child is registered with health services and is supported to attend appointments. At the time of the inspection the child was not in education. The manager has worked with external professionals to identify a suitable provision for the child to attend. In the meantime, the child is provided with informal learning opportunities and daily structure by a mentor from a service commissioned by the provider. The mentor has a positive relationship with the child and knows them well.
p.2
Findings from the inspection
Staff understand the child’s risks and the frequency of incidents is reduced. However, staff are reactive at times and lack confidence when responding to incidents. On two occasions staff have contacted police to seek help to manage behaviour. The inconsistency in staff practice and lack of communication between them has contributed to incidents involving the child. Positively, there is effective management oversight of incidents and shortfalls within practice are identified and addressed.
p.2
Findings from the inspection
Staff do not always follow the procedures when a child makes an allegation. On one occasion, staff did not promptly inform leaders and managers after a child made an allegation, leading to a delay in the action being taken. Once informed, the manager responded appropriately. Assurance inspection report for children's home: 2628010 3 Since the last inspection there has been an improvement in the quality of plans for the child. There are detailed care plans and risk assessments in place which are specific to the child’s needs and updated regularly. However, the quality of recording and reporting within children’s records is inconsistent. For example, incident records do not always accurately detail the actions taken by staff. This does not allow for effective oversight of staff practice and children’s care.
p.2
Findings from the inspection
The staff team are not suitably trained and experienced to meet all the child’s needs. Staff are provided with opportunities for support during supervision and team meetings, and clinical support is available. Additional training is provided to staff; however, frequent staff changes and low staff morale have affected their effectiveness.
p.3
Findings from the inspection
Staff do not support the child to maintain their bedroom to an acceptable standard. At the time of inspection there were areas of damage caused during incidents awaiting repair. This was a requirement at the last inspection and is restated. Assurance inspection report for children's home: 2628010 4
