p.1
improvement to be good
The inspection was held early; the purpose of the inspection was to review the provider's practice in response to concerns that had been notified to Ofsted.
p.2
improvement to be good
The inspectors were aware that a significant incident had occurred. Although Ofsted does not have the authority to investigate incidents of this nature, the setting's response was considered alongside other evidence available at the time of the inspection and informed inspectors' judgements.
p.2
improvement to be good
There have been changes in the staff team. This means that families have had different staff and assessors. Parents have varied relationships with staff. They have opportunities to share their views with staff daily, and meet weekly with the registered manager. Additionally, the provider's complaints process is accessible to families and they are provided with a 'residence guide' that is suitable to their individual needs.
p.2
improvement to be good
The staff support and encourage families to access internal activities and community groups. The families are offered an activity plan that provides information of all available activities for parents and their children. This helps families to make informed decisions regarding daily activities that they wish to access.
p.2
improvement to be good
Staff offer parents a variety of tailored key-working and direct support sessions that help to develop parenting skills. Staff ensure that any learning needs are catered for and use specific tools to meet the individual learning style of parents. This approach helps to ensure that the parents have the best opportunity to benefit from the support offered.
p.2
improvement to be good
Staff ensure that the families are registered with health services and are proactive in ensuring that children have access to health support. One child of school age has educational activities aligned to their specific learning needs. Staff work in partnership with parents and the child's school to ensure the least disruption to the child's learning.
p.2
improvement to be good
Inspectors were unable to comment on the quality of assessment reports because no parenting assessments have been completed since registration. One assessment that is approaching the midway point is aligned with areas of concern identified by the placing authority. However, currently, the quality assurance of assessment reports is not carried out by a qualified social worker.
p.2
improvement to be good
Staff respond to concerns regarding children's safety and welfare. However, leaders and managers have not consistently ensured that all staff take timely actions when Inspection report for residential family centre: Hollingsworth House Parenting Assessment Centre 3 there is a risk of harm to a child. Furthermore, on one occasion, leaders and managers failed to ensure that additional actions were in place to reduce potential harm to a child. These gaps in practice could compromise the safety and well-being of children. However, leaders and managers were responsive to advice given during the inspection and are working in partnership with the child's placing local authority.
p.2
improvement to be good
The use of all surveillance and monitoring is proportionate and remains under review. Parents understand the use of surveillance and have signed agreements. However, on occasions, the surveillance of incidents is reviewed by leaders and managers off site. This is in contradiction to the provider's surveillance policy. Furthermore, parents have not signed their consent and appear unaware of off-site monitoring arrangements.
p.3
improvement to be good
Safety plans and risk assessments are completed and evidence that parent and child risks are understood. When concerns have arisen, managers and staff have escalated concerns to the placing local authority. On an occasion when there were concerns regarding the care offered to a child, a timely decision was made. Leaders and managers worked collaboratively with the placing local authority to terminate the placement and ensure the child's welfare.
p.3
good
The registered manager has a vision for the service and acknowledges that they are on a journey of improvement. The manager is currently without a resident assessing social worker and is commissioning an independent social worker to undertake assessments. As a newly registered service, this renders the service vulnerable because leaders and managers are not social work qualified. However, leaders and managers are proactive in their attempts to recruit an assessing social worker.
p.3
good
Leaders and managers work closely together. On occasions, a director has carried out tasks aligned with the registered manager's role. This arrangement was not made clear at the point of registration, and the director's suitability and fitness to be in day-to-day operation of the centre was not reviewed by Ofsted.
p.3
good
Furthermore, the centre's statement of purpose does not reflect the staffing and managerial arrangements and their use of independent social workers. Additionally, it does not include their acceptance of referrals where parenting assessments are not required, and accommodation is being provided to families until such time as the care proceedings have been finalised.
p.3
good
Leaders and managers work closely with the placing local authority. This ensures that the decisions made are in the children's best interests and ensure their safety and welfare. Social workers and a team manager consistently spoke about positive communication with staff and the registered manager.
p.3
good
Staff talked positively about the support that they receive from the registered manager. Supervision sessions are regular and offer reflective support to staff and Inspection report for residential family centre: Hollingsworth House Parenting Assessment Centre 4 enable them to talk about families and their own wellbeing and development. Team meetings take place on a regular basis and staff are supported to talk about families' plans and progress. These meetings also provide the registered manager with the opportunity to strengthen practice in the centre.
p.3
good
Staff have access to a range of mandatory training, and core staff have the essential qualifications. In addition, the family centre has worked with a local college to deliver an accredited diploma that is specific to residential family centres.
