Inspection report for children’s home - monitoring visit: 2833471 1 Registered provider: Future Proof Care Network Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is operated by a private organisation. It is registered to provide care for one child who may experience social and emotional difficulties.
p.1
Information about this children’s home
At the time of this monitoring visit, a child had left the home. There are no children living in the home.
p.1
Information about this children’s home
There is no registered manager as they have left their position.
p.1
This monitoring visit
This is the third monitoring visit carried out to monitor the progress made by the organisation in relation to compliance notices issued under regulation 12, the protection of children standard and regulation 13, the leadership and management standard. A restriction of accommodation notice has been issued. At this visit, it was found to have been complied with.
p.1
This monitoring visit
The manager, who has recently been recruited, has now left their role. The responsible individual has remained in post, but they are not employed on a full-time basis. The suitability of the responsible individual has not yet been assessed by Ofsted. The current management and leadership arrangements of the home are not sufficient to provide good oversight and day-to-day management of the home.
p.1
This monitoring visit
The staff are no longer working in the home but remain employed by the organisation. Consequently, the sufficiency of staff available to work in the home remains a concern. Staff have not been provided with the training they need to meet the specific needs of the child who has lived at the home. The training was planned but not delivered before the child had left.
p.1
This monitoring visit
The responsible individual and a director do not agree on the timescales for recruiting a new manager and establishing sufficient staff to care for children. Inspection report for children’s home - monitoring visit: 2833471 2 Additionally, there is no agreement on the time needed to provide staff with the training and support required to care for a child safely.
p.1
This monitoring visit
Leaders have developed relevant plans that are designed to keep children safe. However, these plans are contradictory and weak. For example, plans intended to keep the child safe while using the internet are not sufficiently clear or strong to ensure a child’s safety while online. Plans to support a child to manage and develop their skills in relation to personal care are also unclear about the actions that staff should take to support the child.
p.2
This monitoring visit
Leaders have completed a draft plan to guide staff to support a child in relation to assessed and identified behavioural needs. However, the plan does not consider a child’s sensory, communication or cognitive needs. Additionally, leaders have not implemented a plan created by an occupational therapist in relation to a child’s needs. Leaders have provided limited review of these plans. Ofsted does not have confidence that the needs of a child can be met if placed in the home.
p.2
This monitoring visit
In response to staff failing to follow fire safety procedures, leaders issued a text message to staff reminding them of the correct actions to take in the event of a fire. Leaders have not taken any further action to be assured that this intervention has improved practice. For example, one member of staff had no recollection of any follow-up work being undertaken to support them to improve their fire safety practice.
p.2
This monitoring visit
Leaders have not established clear reporting lines for any safeguarding concerns that may emerge. On one occasion, staff did not follow safeguarding procedures when a child made an allegation against a member of staff. This caused a delay in notifying external safeguarding agencies. When authorities requested information about the allegation, the manager failed to comply. During the review of the allegation, the manager did not identify any development needs for the staff involved.
p.2
This monitoring visit
The manager informed the child of the outcome of the investigation into the allegation, prior to the relevant safeguarding authorities conducting their own assessment. On another occasion, and in relation to another allegation, the outcome letter was authored by the same member of staff who was the subject of the allegation made by the child. Current safeguarding practice is not robust.
p.2
This monitoring visit
Leaders and staff have written to the child to say goodbye. They have checked to see how the child is settling into their new home. However, there are no records to reflect the child leaving the home. There has been little consideration of how the child’s memories while living in the home could have been preserved.
p.2
This monitoring visit
Leaders have strengthened communication systems for staff. Staff now receive regular supervision that supports their well-being, encourages reflection and considers the child’s safeguarding and needs. Inspection report for children’s home - monitoring visit: 2833471 3 Leaders and managers have not completed all actions set out in both the compliance notices issued. Leaders and managers have failed to meet the requirements previously set. Therefore, a restriction notice has been restated and further higher enforcement action is under consideration.
