Inspection report for children’s home - monitoring visit: SC483220 1 SC483220 Registered provider: Compass Children’s Homes Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is owned by a private company. It provides care for up to five children who may experience social and emotional difficulties. Four children were living at the home at the time of the monitoring visit, and the inspector spoke to three children.

p.1

Information about this children’s home

The manager registered with Ofsted in August 2024.

p.1

Information about this children’s home

The registered manager was unavailable at the time of the monitoring visit. The deputy manager, the responsible individual and another manager from the organisation supported the visit.

p.1

This monitoring visit

On 30 September and 1 October 2025, an assurance inspection was carried out to review the provider’s response to serious incidents that had been notified to Ofsted. This inspection identified serious and widespread concerns regarding the care and protection of children. The responsible individual provided a clear action plan to address the concerns identified and provided assurances that no more children would move into the home until they are satisfied with the improvements. This monitoring visit was undertaken to review the provider’s progress against their action plan and review the improvements made to the experiences, well-being, and safety of children.

p.1

This monitoring visit

The registered manager is currently absent from the home. The deputy manager is carrying out the day-to-day running of the home with support from managers from the provider’s sister homes. However, the absence of a consistent, full-time registered manager has had a significant impact on the atmosphere and the oversight of the home. The responsible individual is aware of the impact this is having on the home and is offering their support. Inspection report for children’s home - monitoring visit: SC483220 2 During a significant incident, staff followed the appropriate protocols to manage the immediate risk to the child involved. However, staff have not addressed the substantial risk of substance misuse to support the child effectively to understand the risk and identify strategies to keep themselves safe. Although the provider informed Ofsted of this incident, they did not share essential information regarding

the child’s immediate risk of significant harm.

p.2

This monitoring visit

One child has struggled with their emotions, resulting in incidents that require physical intervention from staff. Staff use creative ways to support the child to ensure that restraint is a last resort and only to keep the child and others around them safe. However, the child’s care planning is not accurate, and staff do not always read important updates regarding the child’s care. This could result in the child receiving ineffective care, heightening the risk of further incidents.

p.2

This monitoring visit

Leaders and managers have failed to identify and address concerns regarding the practice and misconduct of staff. The falsification and misuse of children’s records could impact on the welfare and safety of children.

p.2

This monitoring visit

There have been improvements made to the home environment. Potential safety hazards in children’s bedrooms have been removed. Children’s bedrooms have been personalised to their individual tastes and interests. Children now like their bedrooms. However, daily oversight of the environment remains ineffective, as not all hazards are identified and addressed.

p.2

This monitoring visit

Leaders and managers have a focus on staff development. A plan of regular team meetings has been created and implemented. These meetings aim to develop staff knowledge and skills regarding the protection and daily care of children. Each meeting focuses on a specific topic identified as important, including presenting risks for children.

p.2

This monitoring visit

Staff are more reflective in their day-to-day practice. They can recognise areas for development and identify ways to achieve improvements. They are developing their professional curiosity and are confident in challenging practice that they do not fully understand.

p.2

This monitoring visit

Children’s views, wishes, and feelings are sought and respected. Leaders and managers have reviewed how they gather and capture the children’s voices. Fun activities are used to maximise engagement and remove potential barriers, helping children to feel comfortable to share their views.
