Overall judgement at last inspection: inadequate

p.1

Enforcement action since last inspection:

The home was judged inadequate at the full inspection on 23 and 24 July 2025. Due to the serious and widespread safeguarding failures and poor leadership and management of the home, Ofsted issued compliance notices under regulation 12, the protection of children standard, and regulation 13, the leadership and management standard. Inspection report for children’s home: 2605180 2 A monitoring visit took place on 4 September 2025, where it was identified that sufficient progress had been to meet the compliance notices under regulations 12 and 13. p.3

improvement to be good

Since the last inspection, two children have moved out of the home. Although these moves were unexpected, staff provided effective support to ensure that the transitions were managed in in a planned way. One child successfully returned to live with their parents and the other child moved to a children’s home in their local area.

p.4

improvement to be good

Children’s experiences in education are varied. One child was regularly attending full time, and the other child only received two hours education per week. Leaders acknowledge that there was a lack of challenge and advocacy regarding this.

p.4

improvement to be good

The members of the staff team have made some improvements in establishing healthy daily routines for children and breaking the cycle of spending significant amounts of time in their bedrooms and gaming throughout the day.

p.4

improvement to be good

There are shortfalls in meeting children’s individual health needs. Leaders and managers were unable to demonstrate that consistent support is given to children to alleviate their fear of attending some health appointments. Furthermore, leaders were unaware that some health needs detailed in children’s statutory plans had not been addressed. As a result, one child did not have an assessment to determine a health diagnosis, and essential immunisations were not requested.

p.4

improvement to be good

Leaders and managers are making improvements to the condition of the house.

p.4

improvement to be good

Staff work well with other agencies to safeguard children. When children are missing from the home, staff search for them and remain in close contact with the police to help locate them and return them home safely.

p.4

improvement to be good

Since the last inspection, there have been two accidents and appropriate action was taken to support the children involved. However, one accident related to a child’s use of a motorbike. Despite the child’s age and the associated risks, limited discussions took place about their safety and the law.

p.4

improvement to be good

There has not been a need to hold children to keep them safe. Staff use their relationships with children to support them to manage their feelings and emotions in a positive way. When children are unhappy, they are encouraged to discuss this and find a resolution. Inspection report for children’s home: 2605180 5 Allegations of harm are investigated, and the outcomes are shared with professionals. However, allegations are not shared with Ofsted as required, and this limits the regulators oversight.

p.4

improvement to be good

The locality risk assessment has not been updated following a significant incident in the local area, children’s views are not considered and consultation with professionals has not taken place for over a year. A requirement has been raised regarding this.

p.5

The effectiveness of leaders and managers: requires improvement to be good

The registered manager post is currently vacant, and the director is overseeing the management of the home. The director is supported by an experienced deputy manager. Together, they are taking action to improve the oversight of incidents and the care and support provided to children.

p.5

The effectiveness of leaders and managers: requires improvement to be good

Leaders and managers understand the strengths and areas for development for the home and have taken effective action to address some of the shortfalls highlighted at the last inspection. Although monitoring and oversight has improved and monitoring tools have been introduced, leaders acknowledge that there continues to be some shortfalls in records.

p.5

The effectiveness of leaders and managers: requires improvement to be good

Support for staff has improved. All staff have now received an annual appraisal and are being supported with regular supervision.

p.5

The effectiveness of leaders and managers: requires improvement to be good

Team meetings take place regularly and are well attended. The meetings provide valuable opportunities for staff to reflect on their practice, discuss the children’s progress and identify their individual needs and areas where additional support may be required.

p.5

The effectiveness of leaders and managers: requires improvement to be good

Since the last inspection, staff have completed additional training in therapeutic parenting and for incidents in which children go missing from care, to support their professional development. However, some staff are not up to date with essential training, including medication and first aid. Leaders are taking action to address this. Inspection report for children’s home: 2605180 6
