The registered manager left the service in July 2025. A new manager has been in post since 9 September 2025.

p.1

This monitoring visit

This visit was carried out to monitor the shortfalls identified at the full inspection on 8 September 2025 that was judged as inadequate.

p.1

This monitoring visit

Leaders and managers have not addressed all the concerns raised at the previous inspection. Despite this, there are no serious or widespread failures that mean children are not protected, their welfare is not being promoted or safeguarded, or that progress through the assessment process has been avoidably delayed or assessment is weak.

p.1

This monitoring visit

There have been several changes to the leadership and management since the last inspection. The previous responsible individual has left their post. A new manager and a new responsible individual have been appointed and have begun to make the necessary changes to the centre. The leadership and management team has a strong understanding of the family court processes and child protection, as well as relevant experience in the leadership of residential family centres.

This monitoring visit

Leaders and managers ensure that they have the letter of instruction and local authority objectives in relation to the parenting assessment before families arrive at Inspection report for residential family centre - monitoring visit: Lynn Haven Limited 2 the centre. This ensures that the assessing social worker is clear on what needs to be considered in the parenting assessment.

p.1

This monitoring visit

Staff receive regular advice and support from a registered midwife. Families also access this support. This has provided families and staff with specific, up-to-date advice on infant care. This has improved the level of care that babies receive. Staff receive training that has supported improved recording and increased understanding of the family court process.

p.2

This monitoring visit

The centre has appointed a new assessing social worker. This social worker is supported by the responsible individual, who is an experienced senior social work manager.

p.2

This monitoring visit

Parents receive regular, written feedback on their progress. Parents are given the opportunity to discuss their progress on a weekly basis with the managers. However, the reports are not yet sufficiently detailed or specific.

p.2

This monitoring visit

There are significant improvements in the oversight of leaders and managers, including the development of regular management audit tools. There has been significant improvement in the monitoring of health and safety arrangements, updating families’ care plans, and reviewing weekly reports and incident reports. Although these aspects have improved, the audits have not been effective at identifying the concerns in relation to monitoring and surveillance. This is because the staff have not always ensured that families are monitored in line with the local authority’s direction. On several occasions, staff have monitored a family via closed- circuit television when this is not in line with the family’s plan.
