Inspection report for supported accommodation provider - monitoring visit: SwiftCF Supported Accommodation Service SwiftCF Supported Accommodation Service
p.1
Registered provider: Swift Care First Ltd
p.1
Inspected under the social care common inspection framework
p.1
provider
This service is owned and operated by a private provider. It can accommodate up to eight children living in four shared premises, one of which is limited to looked-after children and care leavers. At the time of the visit, no children were accommodated.
p.1
provider
There has been no registered service manager since 29 May 2025.
p.1
This monitoring visit
Ofsted carried out a monitoring visit on 8 April 2025. This was in response to concerns raised by a child about staff’s ability to meet their needs and keep them safe. This information indicated that the provider was accommodating a child who should not be living in supported accommodation. Following the visit, a notice restricting accommodation to prevent new admissions, and two compliance notices were issued.
p.1
This monitoring visit
On 20 May 2025, Ofsted carried out a further monitoring visit to monitor compliance with the notices. No children had been admitted since the previous visit, and the child who was being accommodated had moved on to a more suitable placement. However, insufficient progress had been made in relation to meeting any of the notices. As a result, the compliance notices were reissued, and the notice restricting accommodation remained in effect.
p.1
This monitoring visit
On 29 May 2025, the registered service manager contacted Ofsted to cancel their registration and left the service. Inspection report for supported accommodation provider - monitoring visit: SwiftCF Supported Accommodation Service On 30 June 2025, Ofsted carried out a further monitoring visit to monitor compliance with the notices. Despite attempts made, Ofsted was unable to enter and inspect premises, review documentation or speak to those responsible for the operation of the service. Therefore, Ofsted was unable to review the provider’s progress and the notice restricting accommodation and two compliance notices were reissued.
p.1
This monitoring visit
On 22 July 2025, Ofsted carried out a further monitoring visit to monitor compliance with the notices. Improvements had been made to the referrals and admissions procedures. Therefore, the compliance notice in relation to this was met. However, insufficient progress had been made in relation to improving the provider’s safeguarding procedures. This meant that one compliance notice was reissued and the notice restricting accommodation remained in place. The registered provider confirmed the nominated individual would provide interim management cover and would therefore carry out dual roles until a suitable service manager was employed.
p.2
This monitoring visit
The purpose of this latest visit was to monitor compliance with the notice restricting accommodation and progress made in relation to meeting the remaining compliance notice raised under regulation 5. The inspector visited one of the premises and spoke with the nominated individual and staff.
p.2
This monitoring visit
The provider has complied with the restriction of accommodation notice and ensured that no children have moved into the home.
p.2
This monitoring visit
The provider has ensured that staff understand their roles and responsibilities for protecting children from harm. Staff and the nominated person have attended training and group supervision which has helped increase their knowledge of safeguarding children, including the action to take if there is an allegation against a member of staff. This has helped staff to have a better understanding of how to respond when there is a serious incident concerning a child. As a result, the steps in the compliance notice have been met.
p.2
This monitoring visit
Staff, including bank staff, receive supervision in accordance with the provider’s policy. These sessions have ensured that staff can reflect on recent training and guidance and explore staffs’ own support and wellbeing needs. The provider has appointed an external consultant to provide the interim manager with formal supervision. This means that staff and the manager have regular opportunities to reflect on their practice.
p.2
This monitoring visit
The provider has devised guidance for staff and the manager and implemented a new case management system to record children’s support needs and their experiences in the setting. These changes are recent, and at a time when no children are living at the setting, the impact of this for children could not be evaluated.
p.2
This monitoring visit
The provider has reviewed the system to maintain oversight of the accommodation to ensure that repairs and matters of fire safety are addressed quickly. This helps to ensure that children live in a welcoming, homely and safe environment. Inspection report for supported accommodation provider - monitoring visit: SwiftCF Supported Accommodation Service The provider has taken steps towards recruiting a new service manager; however, they have yet to appoint a suitable person to manage the undertaking. The absence of a service manager is a breach of regulations and affects some aspects of management oversight of the service. For example, the provider has not submitted a quality of support review to Ofsted. In addition, the provider has not included key information in their statement of purpose.
p.2
This monitoring visit
As a result of the effective action taken by the provider the restriction that prevented children living in the home is no longer in place. This means that children can now live in the setting.
p.3
This monitoring visit
Requirements made at the last inspection under regulation 7 and 27 are outside the scope of this visit. These will be reviewed at the next inspection. Inspection report for supported accommodation provider - monitoring visit: SwiftCF Supported Accommodation Service
