p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children's home: 2794450 2

p.1

Findings from the inspection

This inspection was undertaken in response to concerns about the safety and welfare of children and the effectiveness of leaders and managers.

p.2

Findings from the inspection

We identified the following serious and widespread concerns in relation to the care or protection of children at this assurance inspection:

p.2

Findings from the inspection

 Leadership and management arrangements are ineffective.

p.2

Findings from the inspection

 Staff lack the skills, knowledge and support from managers to meet the needs of children safely.

p.2

Findings from the inspection

 Risk assessments are not routinely reviewed or revised in response to significant incidents.

p.2

Findings from the inspection

There have been repeated incidents of anti-social behaviour involving police intervention. These include a serious incident where children were seen with a weapon in the community. Significant incidents in the home include one child barricading a peer in a room in the home, and children spending a night in a child’s bedroom without permission or staff awareness. These incidents demonstrate that managers and staff are unable to minimise risks or de-escalate situations effectively.

p.2

Findings from the inspection

Risk assessments are not routinely reviewed or revised in response to significant incidents. Managers and staff have failed to consider and implement effective strategies to reduce risk.

p.2

Findings from the inspection

The leadership and management of the home lacks consistency. The registered manager’s presence is unclear, leading to uncertainty among staff regarding the availability of guidance and support. Records evidence challenges in accessing timely direction when incidents are taking place.

p.2

Findings from the inspection

Staff do not receive regular, reflective supervision from suitably trained managers. There is minimal evidence of reflective practice or ongoing learning within the team.

p.2

Findings from the inspection

Rotas do not accurately reflect the staff working in the home. They do not include the presence of the registered manager or deputy manager. This results in a lack of clarity about which staff are responsible for the care of children. Records do not demonstrate that the manager has day-to-day oversight of the home.

p.2

Findings from the inspection

Having considered the serious shortfalls found at the full inspection, Ofsted has issued a restriction notice to the provider of the children’s home. Assurance inspection report for children's home: 2794450 3
