Inspectors were aware during this monitoring visit that a serious incident that occurred at the setting is under investigation by the appropriate authorities. While Ofsted does not have the power to investigate incidents of this kind, actions taken by the setting in response to the incident were considered alongside other evidence available at the time of the monitoring visit to inform inspectors’ judgements.
p.1
This monitoring visit
Ofsted carried out a monitoring visit following the receipt of serious safeguarding notifications and a complaint. The concerns related to leadership and management, Inspection report for supported accommodation provider - monitoring visit: Right Choice Service Ltd 2 poor living conditions, a staff member’s practices and the support being provided to children.
p.1
This monitoring visit
During a visit to a property, it was found that throughout the accommodation there was an unpleasant odour. A bedroom was uninhabitable, unsanitary and unsafe. The room had a blocked, overflowing washbasin and an unclean toilet. Unwashed crockery, empty food packages, empty drink containers, food waste and clothing were covering the floor, bed and other surfaces. The room did not have a place for a child to comfortably sleep or a safe floor space to walk on. The staff had failed to intervene, as the child had not consented to them entering their room. The lack of staff action meant that the child’s living conditions had been extremely poor. The staff cleaned the child’s room later in the day.
p.2
This monitoring visit
Children are not supported to administer and store their medication independently. The current medication arrangements are indicative of providing care rather than support to children. The staff store one child’s medication, which includes controlled drugs. Staff administer this medication to the child and maintain records of the administration. These arrangements do not support children to learn to manage and administer their own medication so that they are equipped to do this independently when they move on into adulthood.
p.2
This monitoring visit
Staff do not consistently provide children with the support that they need to become more independent. The current policy to lock knives and cleaning products away, irrespective of whether there are identified risks, means that children cannot access the items that they require. A child reported that they had been unable to prepare meals because of this.
p.2
This monitoring visit
Children generally feel safe. However, some children do not feel that they receive the support that they need to become independent.
p.2
This monitoring visit
Children know how to make a complaint, and they have voiced their concerns to senior leaders.
p.2
This monitoring visit
Leaders and managers demonstrate a commitment to supporting the staff, and they have ensured that the staff have the required skills for their role. The staff benefit from regular supervision sessions and ongoing training. Staff training includes specialist courses to meet the specific needs of children.
