The service manager registered with Ofsted in June 2024.
p.1
This monitoring visit
The purpose of this monitoring visit was to assess the progress made by the provider in meeting the steps set out in the compliance notices issued under section 22A of the Care Standards Act 2000. This relates specifically to Regulation 4 (the leadership and management standard) of The Supported Accommodation (England) Regulations 2023.
p.1
This monitoring visit
The visit focused on evaluating the effectiveness of leadership and management. It examined how the registered person ensures that arrangements are in place to assess the suitability of children admitted to the provision and whether their needs can be met under The Supported Accommodation Regulations.
p.1
This monitoring visit
A meeting was held with the registered service manager.
p.1
This monitoring visit
Since the last full inspection, one child has been admitted to the provision. Inspection report for supported accommodation provider - monitoring visit: Safe Haven Services Limited 2 The registered person has completed further research to improve her understanding of the needs of children that can be appropriately supported under The Supported Accommodation Regulations.
p.1
This monitoring visit
Leaders and managers have made improvements to the admission process. A new electronic system has been implemented to support consistent assessment of referrals. This system helps to ensure that regulatory requirements are considered and reduces the risk of children whose needs are outside of the scope of those for whom supported accommodation is appropriate being placed in the provision.
p.2
This monitoring visit
Leaders and managers demonstrated how the new electronic referral system supports consistent decision-making. They provided examples of how suitability assessments are now more robust, including clear reasons for refusal that align with legislation and the provision’s statement of purpose.
p.2
This monitoring visit
Following an evaluation of children’s needs, the provider made arrangements to support children requiring care to alternative provisions. This process was child centred, and the children were involved in decision-making. As a result of this evaluation, some homes registered under supported accommodation have now been closed.
p.2
This monitoring visit
The registered person has now completed a review of all children currently being supported and confirmed that all children’s needs fall within the remit of supported accommodation. However, not all children have up-to-date risk assessments and support plans. Further work is required to ensure that the registered person can demonstrate ongoing oversight of all children’s needs and how these will be met.
p.2
This monitoring visit
Overall, the provider has made sufficient progress to meet the steps set out in the compliance notice. A new requirement has been raised relating to ensuring effective oversight of the provision. The other requirements identified in the full inspection report were not considered during this visit and will be monitored as part of a future inspection.
