p.1
provider
The inspectors visited one property. During the visit, inspectors spoke to one agency staff member, the nominated individual and a manager.
p.1
This monitoring visit
This visit was undertaken to review the provider’s progress in meeting the steps outlined in two compliance notices, issued following a monitoring visit on 11 September 2025, and compliance with a notice restricting the admission of new children moving into the service.
p.1
This monitoring visit
There are no children in scope. One young person has turned 18. Leaders and managers have continued with poor practice, which increases the risks to new children. The progress in addressing the significant shortfalls identified at the last Inspection report for supported accommodation provider - monitoring visit: Sunset Rehabilitation Healthcare Centre and Trading Associates Ltd monitoring visit has been slow. Leaders and managers have failed to demonstrate that they are providing their service with sufficient care, competence and skill. Additional shortfalls and further concerns have been identified as a result of this visit.
p.1
This monitoring visit
The registered service manager continues to be absent from the service. Inspectors were unable to establish the exact length of time that the registered service manager has not provided management oversight. However, there is no evidence of the registered service manager’s involvement in the running of the service since July 2025.
p.2
This monitoring visit
The nominated individual and another manager are overseeing the service. They demonstrate limited knowledge of the supported accommodation regulations. During the monitoring visit, the nominated individual was unable to readily access information held on employee files. The training matrix provided shows that staff training is out of date.
p.2
This monitoring visit
The provider has failed to notify Ofsted of serious incidents, including allegations against staff, police callouts and children’s arrests. The nominated individual is unaware of the requirement to notify Ofsted of serious incidents. Leaders and managers do not know the procedure for managing allegations. These failures undermine external oversight and prevent effective monitoring of safeguarding arrangements in the service.
p.2
This monitoring visit
There has been a failure to carry out thorough assessments of risk to ensure that children’s needs can be appropriately met in supported accommodation. This failure has placed children at risk of harm. Decision-making in relation to the suitability of placements is poor. Ofsted considers that admitting further children to the service would place them at significant risk of harm.
p.2
This monitoring visit
The compliance notices for the leadership and management standard and the protection standard have been reissued. The notice restricting the accommodation of any new children continues.
