Inspection report for supported accommodation provider - monitoring visit: Angel UK Care Supported Accommodation Service Angel UK Care Supported Accommodation Service
p.1
Registered provider: Angel UK Care Limited
p.1
Inspected under the social care common inspection framework
p.1
provider
Angel UK Care Limited registered as a supported accommodation provider with Ofsted on 4 April 2024. The nominated individual is also the director. The registered service manager left in January 2025.
p.1
provider
The provider offers ring-fenced shared accommodation for up to 10 children across three premises.
p.1
provider
At the time of the monitoring visit, two children aged 16 and 17 were living in one of the shared premises.
p.1
This monitoring visit
Ofsted carried out a full inspection on 28 July 2025. The inspection identified widespread shortfalls across the service, impacting on the experiences and progress of children. Ofsted issued a notice restricting the accommodation of any further children and two compliance notices relating to the leadership and management and protection standards.
p.1
This monitoring visit
A monitoring visit was undertaken on 11 September 2025 to review the progress made. The provider had begun to address the concerns raised. The restriction of accommodation continued, and two compliance notices were reissued.
p.1
This monitoring visit
No new children have been admitted. The provider has sustained and is building on previous progress. Inspection report for supported accommodation provider - monitoring visit: Angel UK Care Supported Accommodation Service Both compliance notices are met. The home’s rules are now implemented consistently.
p.1
This monitoring visit
The managers have written new procedures for screening referrals and managing new admissions. The nominated individual has an improved understanding of the children whose needs are suitable for supported accommodation.
p.2
This monitoring visit
Staff training and their understanding of the provider’s policies have greatly improved. The staff’s understanding of the support children require to feel safe and their awareness of the risks of sexual exploitation has increased. Staff provide children with the practical and emotional support they need.
p.2
This monitoring visit
A new electronic system is used by staff to update and record risk assessments. There is some inconsistency in how and where the information is recorded in the children’s files. Risk assessments are updated, but they are not comprehensive, as some information is on older forms and not carried forward into the new templates.
p.2
This monitoring visit
There are new support plan templates for the children, which incorporate their voice and what they want to achieve. The format is clear and addresses key areas, but the content is generic and not tailored to the individual needs of the children. One child has emerging mental health needs, which are being addressed in practice but are not written in their support plan, which could lead to inconsistent practice.
p.2
This monitoring visit
Managers are not consistently notifying Ofsted of significant events. This includes a child being arrested and at risk of criminal exploitation. This limits Ofsted’s ability to monitor the service effectively.
p.2
This monitoring visit
Safer recruitment practice is improving, but some files have unsatisfactory references.
p.2
This monitoring visit
Staff speak positively about their supervision and the availability and support received from managers. The proposed registered manager has not received supervision since before the first monitoring visit.
