p.1
improvement to be good
While the child is making progress and having some positive experiences, the overall judgement is impacted by shortfalls in leadership and management and the help and protection of children.
p.2
improvement to be good
Good relationships have been formed between the child and the staff. Staff understand the child’s needs well and they work together to ensure that the child benefits from positive experiences. Activities inside and outside the home are planned and arranged to enrich the child’s experiences. The child enjoys living at the home and feels that staff are supportive.
p.2
improvement to be good
The child is not currently enrolled in full-time education. However, there are alternative arrangements in place, and the senior leaders are advocating for the child to ensure a return to school.
p.2
improvement to be good
The child’s wishes and feelings are responded to. Their bedroom was redecorated with colours chosen by the child, and a new television was purchased at their request. The child said that they can express their wishes and that staff are responsive.
p.2
improvement to be good
Staff recognise the importance of the child spending time with their family. There are clear arrangements for organising and supporting the child to have positive experiences with significant people in their lives. Proportionate risks are taken to promote family time and, consequently, family time has been increased. In addition, appropriate support has been facilitated to improve the relationships between the child and family members.
p.2
improvement to be good
Since the opening of the home, serious safeguarding incidents have been taking place. The staff work relentlessly to ensure the child’s safety in relation to various risks of exploitation. Staff consistently follow the guidance recorded in the child’s plans when the child is at risk of harm. However, the child is not being consistently supported and educated to learn about their vulnerabilities.
p.2
improvement to be good
The home is designed and furnished to meet children’s needs. Children’s bedrooms are set up to be child friendly. However, some maintenance issues have not been addressed. The back of the garden fence remains broken, and safety hazards are not being checked and removed promptly. There were sharp plastic items on a bedroom floor that could pose a risk to a child, and the child’s bedroom and their bed were not clean.
p.2
improvement to be good
The child has frequently gone missing from the home, although incidents have reduced more recently. Staff attempt to follow the child, and they report their concerns of Inspection report for children’s home: 2834388 3 exploitation appropriately. Staff also adhere to the conditions set out in the restriction of liberty for the child. However, the recording of such incidents is weak. Various significant safeguarding records could not be located by the senior leaders during this inspection.
p.2
improvement to be good
One allegation of harm has been missed by the registered manager and there is no record of consultation with the local authority designated officer and the social worker. This is not in line with the child’s risk assessment and safeguarding procedures. This results in a missed opportunity to safeguard the child and assess safe working arrangements for staff.
p.3
improvement to be good
Notifications have not been submitted to Ofsted regarding incidents of potential exploitation and serious incidents of police involvement. This affects Ofsted’s ability to monitor the home effectively.
p.3
improvement to be good
The recruitment process is thorough and follows safer recruitment guidance for permanent and agency staff. This helps to ensure that children are cared for by suitable adults.
p.3
The effectiveness of leaders and managers: requires improvement to be good
A new responsible individual has been appointed since the home opened. The registered manager was absent during this inspection.
p.3
The effectiveness of leaders and managers: requires improvement to be good
Feedback about the leadership team is mixed. Professionals working in the wider organisation speak positively about the way the home is run. However, staff working in the home raise concerns about staffing levels and the support that they receive from senior leaders.
p.3
The effectiveness of leaders and managers: requires improvement to be good
Staff recruitment is an ongoing challenge, which managers are seeking to address. In the meantime, there is a reliance on agency staff to ensure that staffing ratios are sufficient to safely care for the child. This means that the child is not always looked after by adults who know them well.
p.3
The effectiveness of leaders and managers: requires improvement to be good
The registered manager’s oversight of the quality of care the child receives varies in quality. For example, some debriefs with the child and staff after serious incidents are not recorded, but some of the registered manager’s evaluations of the incidents are sound and reflective.
p.3
The effectiveness of leaders and managers: requires improvement to be good
Staff have received training that is deemed mandatory by the organisation. However, staff do not regularly receive supervision. As a result, the registered manager is not frequently making sure that all staff know how to safely meet the child’s needs in line with their care plan and risk assessment, or discussing staff development.
