Montebello Training Limited Report following a monitoring visit to a ‘requires improvement’ provider
p.1
Name of lead inspector: Chloe Rendall, His Majesty’s Inspector
p.1
Inspection dates: 22 and 23 October 2025
p.1
Address:
25 Broad Green Road Liverpool L13 5SD Monitoring visit: Montebello Training Limited, 22 and 23 October 2025
p.1
Context and focus of visit
Montebello Training Limited was inspected in February 2025. At that time, inspectors judged the overall effectiveness of the provision to require improvement.
p.2
Context and focus of visit
The focus of this monitoring visit was to evaluate the progress that leaders and managers have made in resolving the main areas for improvement identified at the previous inspection.
p.2
Context and focus of visit
Montebello Training Limited is an independent learning provider located in Liverpool. It specialises in training apprentices in the hairdressing sector. Apprentices are employed in salons across Liverpool City Region and Wirral. At the time of the visit, there were 40 apprentices studying towards the level 2 hairdressing professional and level 3 advanced and creative hair professional apprenticeships. Most apprentices were aged 16 to 19 and a few were aged over 19 years.
p.2
Reasonable progress
Since the previous inspection, leaders’ actions have successfully ensured that most apprentices routinely attend their training. They collaborate with staff to agree a consistent approach to setting high expectations of apprentices’ attendance. As a result, staff are more confident and consistent in enforcing the attendance policy, when apprentices do not attend their training. For example, staff make apprentices aware of the possible consequences of persistent absence, such as falling behind with their work or the need to attend a meeting to discuss potential disciplinary action.
p.2
Reasonable progress
Leaders closely monitor apprentices’ attendance by individual and by group. This enables them to identify the very few apprentices who have lower attendance. Staff put support in place to help apprentices improve their attendance, such as helping them to prepare travel plans so they overcome any transport issues that prevent them from attending their training. Consequently, these apprentices have improved their attendance to an acceptable level over the past six months.
p.2
Reasonable progress
Leaders and tutors take effective action to support apprentices to catch up when they fall behind due to lower attendance. Tutors consult with apprentices’ employers and discuss any concerns about attendance. They put in place supportive actions to help apprentices catch up, such as delivering additional training sessions when apprentices cannot attend due to barriers, such as caring responsibilities. Monitoring visit: Montebello Training Limited, 22 and 23 October 2025
p.2
Reasonable progress
Leaders and staff have taken appropriate steps to adapt the curriculum model for English functional skills to enable apprentices to have easier access to training sessions. They have increased the number of face-to-face teaching sessions that apprentices access so that they spend more time learning the knowledge and skills they need to work towards to pass their qualifications. Since the previous inspection, apprentices who have recently undertaken level 1 and level 2 functional skills English examinations have passed these at their first attempt.
p.3
Reasonable progress
Leaders have in place suitable arrangements for identifying and monitoring the progress of apprentices who are working towards achieving functional skills English qualifications. Where concerns are raised about apprentices who are at risk of falling behind due to barriers to learning, leaders and tutors take swift actions to help apprentices overcome them. As a result, these apprentices make positive progress. For example, tutors carefully explain techniques to identify the important features of examination questions to apprentices who struggle to interpret them.
p.3
Reasonable progress
Leaders have ensured that most apprentices who had fallen behind in achieving functional skills English qualifications at the time of the previous inspection, have now passed their examinations. The very few apprentices who have yet to achieve are well prepared to sit their examinations in the immediate future.
p.3
Reasonable progress
Leaders have taken appropriate steps to implement arrangements that hold their strategic decision making and quality of provision to account. Since the last inspection, leaders have appointed governors who have the knowledge and experience of high-quality apprenticeship provision to have effective oversight of the progress leaders make towards making improvements.
p.3
Reasonable progress
Governors use information provided to them by leaders effectively to clarify and understand strengths and weaknesses in the apprenticeship provision. They use their professional curiosity wisely when considering functional skills English improvements to understand how apprentices who fell behind have caught up and progressed positively to their next steps. Leaders and governors recognise that reporting on the increase in apprentices’ attendance is in its early infancy. They have plans in place to further strengthen governors’ oversight in the near future. Monitoring visit: Montebello Training Limited, 22 and 23 October 2025 Very recently, appointed governors have undertaken relevant training to help them understand the requirements of their role. They use this training to ask pertinent questions about the impact of actions that leaders have taken, such as improvements in functional skills English. As a result, governors have a clear
