Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children’s home: SC459168 2
p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
Findings from the inspection
This inspection was brought forward to address specific concerns or allegations received by Ofsted.
p.2
Findings from the inspection
Two children living at the home contributed their views, and these were considered as part of the inspection. Since the last inspection, two children have moved out of the home, and one child has moved in.
p.2
Findings from the inspection
Children’s physical, emotional, social, educational and health needs are met. Staff maintain open dialogue with children and listen to their views. Key-work sessions are used to positively engage with children and are recorded regularly. Consequences are proportionate and well documented. Staff also write letters to children following incidents or at the end of the day, reinforcing praise or addressing poor choices in a thoughtful and child-centred manner.
p.2
Findings from the inspection
Education is promoted effectively. One child has moved to a more suitable school, and another has started college after completing their GCSEs.
p.2
Findings from the inspection
When it is safe and appropriate, family relationships are supported in line with local authority care plans. Staff also encourage social interactions and peer friendships and relationships that are appropriate for each child’s needs.
p.2
Findings from the inspection
Practices around physical interventions have improved. De-escalation techniques are consistently attempted, and when physical intervention is used, records indicate that it is necessary and proportionate. The manager evaluates each incident, and children are offered opportunities to discuss what happened.
p.2
Findings from the inspection
Staff responses to missing-from-home incidents have improved. Staff respond diligently and in line with children’s plans, such as following them where possible, searching for them, or making enquiries with connected people. Staff promptly report missing-from-home incidents and speak with children when they return.
p.2
Findings from the inspection
One child has raised a complaint since the last inspection. This was reviewed and responded to appropriately by the responsible individual, demonstrating that leaders take concerns seriously and act on them.
p.2
Findings from the inspection
The home environment is maintained to a good standard. It is clean, well decorated, and furnished appropriately. Improvements have been made to shared spaces, including new furniture and decoration.
p.2
Findings from the inspection
Peer dynamics in the home can be challenging, but staff and managers make efforts to mediate and support positive relationships. There have been several significant Assurance inspection report for children’s home: SC459168 3 incidents. Overall, staff have responded to these incidents effectively, and the manager has addressed minor gaps during their reviews. However, during one child’s departure from the home, an incident occurred during which they were assaulted by another child while no staff were present, resulting in injury. Staff and managers must ensure that children are always protected.
p.2
Findings from the inspection
Staff show care and attention to children. However, on two occasions, staff have not maintained appropriate professional boundaries. Additionally, one allegation, although minor, was not reported to the local authority designated officer. This does not provide sufficient safeguards for children.
p.3
Findings from the inspection
Previously, the home experienced high staff turnover and frequent use of agency staff. There has only been occasional agency use since the last inspection. However, internal staff from neighbouring homes have been regularly redeployed. Records indicate that many staff members have been redeployed to work in the home, in addition to staff who are employed to work directly in the home. One child expressed difficulty recognising all staff. This does not provide consistency and stability for children. Assurance inspection report for children’s home: SC459168 4
