Inspection report for supported accommodation provider: Omni Cura Supported Accommodation Services Limited 1 Omni Cura Supported Accommodation Services Limited Registered provider: Omni Cura Supported Accommodation Services Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is owned and managed by a private provider. The service can accommodate up to 36 children and young people, in 13 shared occupancy homes.

p.1

provider

At the time of this inspection, this service was providing supported accommodation for 15 children. Five shared occupancy homes were visited.

p.1

provider

The service manager has been registered with Ofsted since September 2023.

p.1

provider

Inspection dates: The inspection was announced on 15 September 2025 and started that day. The inspectors were on site between 17 and 19 September 2025.

p.1

Outcome

Serious or widespread weaknesses lead to significant concerns about the experiences and progress of children. Leaders and managers must take urgent action to address failings. The next inspection will be within approximately six months.

p.1

Summary of findings

Leaders and managers do not obtain sufficient information about children’s needs when children’s placements are agreed in order to keep them safe.

p.1

Summary of findings

Staff are not provided with the training they need to meet children’s needs. They do not have the knowledge or understanding of specific safeguarding issues, which leaves children at risk of harm. Inspection report for supported accommodation provider: Omni Cura Supported Accommodation Services Limited 2 Leaders and managers do not follow safe recruitment practices. They fail to assure themselves that staff are safe or suitable to work with children.

p.1

Summary of findings

Leaders and managers do not act with honesty and integrity.

p.2

Overall experiences and progress of children

Children’s past experiences and current needs are not recorded or understood by the manager when their placements are agreed. The registered service manager does not have a suitable system to monitor the progress of children. As a result, when barriers to progress occur, the registered service manager fails to identify these. This limits children’s progress.

p.2

Overall experiences and progress of children

Staff do not support children who speak English as an additional language to communicate effectively. The provider does not have systems in place to ensure that children understand information shared with them. For example, all signs relating to health and safety are displayed in English. Consequently, children do not understand important information that is shared with them.

p.2

Overall experiences and progress of children

Staff do not promote children’s rights; they are unaware of the purpose of an advocate, and children do not routinely have access to one. One child was not consulted on her views about being the only female child in a home with two males.

p.2

Overall experiences and progress of children

Staff do not support children to understand their plans. Children are uncertain about future plans when they are preparing for adulthood; records do not include this information and are not signed by the author. This places additional and unnecessary stress on children.

p.2

Overall experiences and progress of children

Staff do not consistently support children to manage their emotional needs and mental health. Staff and the registered manager rely on checklists that focus on practical tasks when children first arrive, such as opening a bank account. This approach does not provide children with the nurturing support they need to help them recover from past trauma.

p.2

Overall experiences and progress of children

The registered manager fails to gather information about children’s needs before they move into the service. As a result, children do not move into the accommodation in a planned or sensitive way. This prevents staff from understanding and meeting children’s needs and has led to some placements ending abruptly.

p.2

Overall experiences and progress of children

Staff promote children’s identity by supporting their attendance at places of worship and providing opportunities to engage with their cultural communities, if they choose to do so. Staff provide resources for children to follow their cultural heritage. As a result, children report feeling happy where they live. Inspection report for supported accommodation provider: Omni Cura Supported Accommodation Services Limited 3

p.2

How well children are helped and protected

Leaders and managers do not ensure that staff are trained to meet the needs of children. Staff training is out of date. For example, one designated safeguarding lead has not undertaken safeguarding training for over three years. Their lack of training and understanding places children at unnecessary risk of harm.

p.3

How well children are helped and protected

Leaders and managers do not ensure that they recruit staff safely. Recruitment checks are poor, as gaps in employment are not explored, for example. Furthermore, leaders and managers falsify staff references and interview notes. As a result, it is uncertain whether staff are safe and suitable to work with children, which potentially places children at risk of harm.

p.3

How well children are helped and protected

Staff do not ensure that children receive support from specialist agencies when needed. For example, one child with a history of substance misuse did not receive any formal support from a specialist agency to help her addiction and recovery.

p.3

How well children are helped and protected

Not all staff understand their role in keeping children safe. For example, one member of staff was named as the designated safeguarding lead in the statement of purpose. However, they stated that safeguarding was not their responsibility. The member of staff was unaware of child exploitation or indicators of abuse. This raises serious concerns regarding staff’s understanding of safeguarding children and potentially puts children at risk of harm.

p.3

How well children are helped and protected

Leaders and managers do not ensure that children live in well maintained, homely accommodation. For example, one child had damp in his bedroom. Leaders and managers do not ensure that repairs are undertaken to homes, and when action is taken it has been of poor quality, leading to crumbling walls, for example. Signs outside each home advertise that the home is for supported accommodation, which creates stigma and additional vulnerability for children.

p.3

How well children are helped and protected

Leaders and managers use CCTV to monitor children’s movements. If staff cannot contact children, they ask the manager to review the CCTV to check their location. Staff also use CCTV to monitor children’s health concerns. However, this does not support children’s emotional health and well-being.

p.3

The effectiveness of leaders and managers

The registered service manager does not always act with honesty and integrity. This affects their ability to recruit staff safely into the service. They also motivate children to complete surveys about the service by offering them financial reward. Staff then view the confidential survey. This means that children may feel pressured by staff to report positive feedback.

p.3

The effectiveness of leaders and managers

The registered manager does not consistently inform Ofsted about serious incidents that occur in the service. For example, she failed to inform Ofsted that a child was arrested for robbery and had concealed a weapon in his group living home. As a result, Ofsted is unable to assess how the provider responds to serious incidents. Inspection report for supported accommodation provider: Omni Cura Supported Accommodation Services Limited 4 The registered manager has failed to implement a system to ensure that she notifies Ofsted about changes to premises. For example, she moved children of different gender into premises which were registered for single gender purpose only. Additionally, premises which had been closed with Ofsted had been in use since registration. Furthermore, the registered service manager does not keep children’s admission’s records up to date.

p.3

The effectiveness of leaders and managers

Leaders and managers do not have systems in place to help them understand or assess the quality of support children receive and the effectiveness of their policies and procedures. As a result, managers are not aware of the areas of development required in the service.

p.4

The effectiveness of leaders and managers

The registered service manager does not always make child-centred decisions and does not fully understand children’s needs. For example, on one occasion, they intended to end a child’s placement without fully considering the effect of this on the child’s emotional welfare.
