School progress monitoring inspection report

p.1

Talmud Torah Tiferes Shlomo Danescroft Avenue, London NW4 2NB

p.1

Main inspection findings

Part 1. Quality of education provided Paragraphs 2(1), 2(1)(a), 2(2), 2(2)(d), 2(2)(d)(ii), 2A(1), 2A(1)(b) and 2A(1)(d)  Recent inspections have reported that the school’s programme of relationships education does not include all the required content of the Department for Education’s statutory relationships and sex education (RSE) guidance for pupils of secondary age.  The school’s post-inspection action plan states that leaders ‘cannot deliver content that directly addresses certain protected characteristics as outlined in the 2010 Act due to our ethos’.  This inspection has found that the school teaches an RSE curriculum, but leaders are again clear that they cannot, and will not, include teaching about matters, such as intimate and online relationships, consent and some of the protected characteristics.  These independent school standards (the standards) remain not met. Part 2. Spiritual, moral, social and cultural development of pupils

p.1

Main inspection findings

Paragraph 5, 5(b) and 5(b)(vi)  Recent inspections found that no aspect of the school’s provision includes making any reference, at any point to some of the protected characteristics set out in the Equality Act 2010.  Both the school’s action plan and this inspection confirm that this has not changed. Pupils continue to be actively encouraged to respect other people, but the school does not pay regard to some of the protected characteristics at any point during pupils’ education.  This standard remains not met. Part 8. Quality of leadership in and management of schools Paragraph 34(1) to 34(1)(c)  The previous standard inspection, and subsequent progress monitoring inspection, found that the proprietor, governing body and leadership team had not made any changes to the school’s approach to teaching the full statutory content for relationships education and to paying regard to all the protected characteristics.

p.1

Main inspection findings

 Leaders’ latest action plan was evaluated to be not acceptable.  This inspection found the situation to be unchanged. Leaders are clear that they want their school to meet all the standards, but are unable to realise this as to cover all the required content of relationships education, including paying regard to all the protected characteristics, would be entirely unacceptable on religious grounds, including to parents and carers.  This standard remains not met.

p.2

Compliance with regulatory requirements

The school does not meet the requirements of the schedule to The Education (Independent School Standards) Regulations 2014 (‘the independent school standards’) and associated requirements that were checked during this inspection, as set out in the annex of this report. This included the standards and requirements that the school was judged to not comply with at the previous inspection. Not all of the standards and associated requirements were checked during this inspection.

p.3

School details

This inspection was carried out under section 109(1) and (2) of the Education and Skills Act 2008, the purpose of which is to advise the Secretary of State for Education about the school’s suitability for continued registration as an independent school.

Since then, a progress monitoring inspection took place in January 2025.  The school makes no use of any alternative providers.

p.4

Information about this inspection

 This inspection was carried out at the request of the registration authority for independent schools. The purpose of the inspection was to monitor the progress the school has made in meeting the independent school standards and other requirements that it was judged to not comply with at its previous inspection.  This inspection was the second progress monitoring inspection that has taken place since the last standard inspection, which took place between 4 and 6 June 2024. It was conducted without notice.  The school’s action plan submitted following the last inspection was evaluated in May 2025 and found not to be acceptable.  The inspector held meetings with school leaders and reviewed documentation provided. He toured the premises with leaders and met with a group of pupils of secondary age. In this meeting, the inspector did not discuss any matters relating to RSE, as agreed with school leaders.

p.5

Information about this inspection

 The inspector also considered the school’s safeguarding arrangements, including whether the school’s safeguarding policy is available to parents and carers. These requirements of the independent school standards continue to be met.
