Inspection report for supported accommodation provider - monitoring visit: Sunset Rehabilitation Healthcare Centre And Trading Associates Ltd Sunset Rehabilitation Healthcare Centre And Trading Associates Ltd

p.1

Registered provider: Sunset Rehabilitation Healthcare Centre And Trading Associates Ltd

p.1

Inspected under the social care common inspection framework

p.1

provider

Sunset Rehabilitation Healthcare Centre and Trading Associates Ltd registered with Ofsted on 26 October 2024 to provide ring-fenced supported accommodation.

p.1

provider

At the time of registration, the provider had two properties offering supported accommodation for up to five children. At the time of this visit, the provider had five properties offering supported accommodation for up to 13 children.

p.1

provider

This visit was unannounced. On the day of this visit, one child was placed with this provider.

p.1

provider

The inspectors visited two properties. During the visit, inspectors spoke to the child, one agency staff member and the acting manager. The nominated individual was spoken to by phone.

p.1

This monitoring visit

This visit was undertaken to address specific concerns raised by a local authority designated officer about the lack of response from the registered service manager and nominated individual regarding allegations from children about the actions of staff working at the service. Inspection report for supported accommodation provider - monitoring visit: Sunset Rehabilitation Healthcare Centre And Trading Associates Ltd This monitoring visit identified shortfalls in leadership and management.

p.1

This monitoring visit

The registered service manager is absent, and at the same time, the nominated individual has been absent from the service. Inspectors were unable to establish the exact length of time that both the registered service manager and nominated individual have not provided management oversight. However, this is at least since July 2025.

p.2

This monitoring visit

The acting manager is overseeing the service. They demonstrate limited knowledge of the supported accommodation regulations. During the monitoring visit, the acting manager was unable to readily access information held on children’s or staff’s files.

p.2

This monitoring visit

Staff files do not show staff’s previous work experience or any qualifications. Gaps in employment are not explored. Where relevant, overseas police checks are not present in the employee files. There are no records of staff having received supervision since June 2025.

p.2

This monitoring visit

Children with complex needs and high levels of risk have been admitted to the service. There had been a failure to carry out thorough assessments of risk to ensure that children’s needs can be appropriately met within supported accommodation. This failure has placed children at risk of harm. Decision-making in relation to the suitability of placements is poor. Ofsted considers that admitting further children to the service would place them at significant risk of harm.

p.2

This monitoring visit

Leaders and managers do not have a system for recording and sharing safeguarding concerns in a timely manner with the children’s social workers. Since registration, leaders and managers have failed to notify Ofsted of serious events, such as police involvement and children’s allegations against members of staff. This prevents Ofsted’s oversight of how the provider responds to these situations to protect children from harm.

p.2

This monitoring visit

Staff are unclear about the support that children are entitled to within the service. Children are not supported to engage with services and activities. Children do not have individual support plans. Staff are not helping children to develop skills for living independently or supporting them to engage in education, training or employment. As a result, children are not receiving the guidance and opportunities they need to progress towards independence.

p.2

This monitoring visit

Ofsted issued two compliance notices for leadership and management and the protection standard. Inspection report for supported accommodation provider - monitoring visit: Sunset Rehabilitation Healthcare Centre And Trading Associates Ltd
