Inspection report for supported accommodation provider - monitoring visit: Rubi Living Ltd. 1 OFSTED USE ONLY

p.1

Inspected under the social care common inspection framework

p.1

provider

A private provider owns and operates this supported accommodation service. The service can accommodate up to six children living in solo accommodation and up to 31 children living in 13 shared premises that are not limited to looked-after children and care leavers.

p.1

provider

At the time of the visit, no children were living with the service. The last child moved out on 6 August 2025.

p.1

provider

The nominated individual registered with Ofsted on 24 November 2023.

p.1

provider

The previous registered service manager submitted their application to voluntarily cancel this role on 23 June 2025. They left the role on 27 June 2025.

p.1

provider

An individual has been appointed to the service manager role. They have yet to apply to Ofsted to be the registered service manager.

p.1

provider

Ofsted is aware that another agency is currently undertaking an investigation.

p.1

This monitoring visit

Ofsted carried out a full inspection between 16 and 20 June 2025. Due to significant shortfalls in the leadership and management and safeguarding arrangements, a restriction of accommodation notice was issued. This notice prevented new children from moving into the undertaking. Three compliance notices were also issued under regulations 4, 5 and 27 to address these shortfalls.

p.1

This monitoring visit

A monitoring visit was completed on 4 August 2025. This was to review the provider’s progress in meeting the steps identified in the compliance notices. The Inspection report for supported accommodation provider - monitoring visit: Rubi Living Ltd. 2 OFSTED USE ONLY

p.1

This monitoring visit

provider failed to demonstrate that they had taken sufficient action to meet the compliance notices, and the restriction of accommodation notice remained in place. Ofsted took further enforcement action to address the provider’s continued failure to meet the regulations.

p.2

This monitoring visit

This monitoring visit was completed to monitor the provider’s progress since the restriction of accommodation notice was issued on 20 June 2025.

p.2

This monitoring visit

No children have been admitted since the restriction of accommodation was issued.

p.2

This monitoring visit

The undertaking has no effective management in place to ensure that the required changes are made to improve the services for children. The undertaking has not had a registered service manager since 27 June 2025. Despite the service manager submitting their application to Ofsted, the provider has failed to pay the required fee. This prevents Ofsted from assessing this person’s suitability.

p.2

This monitoring visit

The nominated individual, and point of contact for Ofsted, has not been available to the undertaking, staff and Ofsted. The lack of the nominated individual’s presence and effective management oversight has prevented any significant changes from being made to address the shortfalls that were identified at the last full inspection. This means that the leadership and management and safeguarding arrangements for children have yet to be improved.

p.2

This monitoring visit

The provider failed to ensure that a child received bespoke support from staff who understood their needs and risks. Despite a significant incident on 17 July 2025, when a child was able to purchase drug paraphernalia, leaders and managers have failed to update the child’s support plan and risk assessment. Consequently, staff were not provided with support and guidance on how best to support this child before the child moved out on 6 August 2025.

p.2

This monitoring visit

The organisation’s safeguarding policy has been updated to include contact details for the local authority designated officer (LADO). This now also identifies a member of staff as the deputy designated safeguarding lead. However, the policy still fails to provide guidance to staff on the action they should take when children make allegations against the nominated individual, leaders and managers. Furthermore, this policy does not identify who within the organisation will undertake these investigations.

p.2

This monitoring visit

The provider has failed to ensure that the arrangements to keep children safe are effective. The provider has failed to act on advice from the LADO to improve safeguarding practice. A LADO recommended that the provider should work with a local authority commissioning team to improve the response to children’s allegations. Managers confirmed that this work has not been done.

p.2

This monitoring visit

The provider has failed to ensure that staff keep accurate records of work that has been identified by the LADO. Following a LADO investigation regarding staff conduct, the ‘uninvolved director’ is reported to have met with the member of staff to discuss Inspection report for supported accommodation provider - monitoring visit: Rubi Living Ltd. 3 OFSTED USE ONLY

This monitoring visit

the incident. Leaders and managers have not been made aware of the contents of this discussion or received minutes or advice about whether any additional action is needed. This leaves leaders and managers unclear of support, training or future areas for development that are needed for the staff and the organisation.

p.3

This monitoring visit

The provider has developed a tool to assess the suitability of their staff to ensure that they have the necessary skills to work with children in supported accommodation. However, this tool has not been used to assess any member of the leaders and managers, and staff’s competence. Consequently, the provider cannot be confident that all staff are able to meet the needs of children within their service effectively.

p.3

This monitoring visit

The provider has reviewed the safer recruitment checks for one individual, who was highlighted during the full inspection. This member of staff has now been moved on. However, the provider has failed to complete a full review of the recruitment checks for all staff within the organisation. Therefore, the provider cannot be assured that children will be supported safely by staff who have been vetted appropriately.

p.3

This monitoring visit

The provider has implemented an admission checklist for new children arriving at the service. While the checklist does consider some information required, children’s needs are not included. This oversight prevents the provider from being assured that they are aware of all the children’s needs when the child arrives, and that the staff team has the skills and experience to manage the children’s needs effectively.

p.3

This monitoring visit

The provider has updated some documents and forms that could be used to support children. The child’s support plan has been updated. This is more accessible for children and now encourages their input and participation. Forms have also been created to support the managers to record incidents and LADO investigations. The effectiveness of these changes has not been assessed as no children are supported by this undertaking.
