Inspection report for supported accommodation provider - monitoring visit: Angel UK Care Supported Accommodation Service Angel UK Care Supported Accommodation Service

p.1

Registered provider: Angel UK Care Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

Angel UK Care Limited registered as a supported accommodation provider with Ofsted on 4 April 2024. The nominated individual is also the director. The registered service manager left in January 2025.

p.1

provider

The provider offers ring-fenced shared accommodation for up to 10 children across three premises.

p.1

provider

At the time of the monitoring visit, four children aged 16 and 17 were living in the shared premises.

p.1

This monitoring visit

Ofsted carried out a full inspection on 28 July 2025. The inspection identified widespread shortfalls across the service, impacting on the experiences and progress of children. Ofsted issued a notice restricting the accommodation of any further children and two compliance notices relating to the leadership and management and protection standards.

p.1

This monitoring visit

The purpose of this monitoring visit is to monitor compliance with the notice restricting accommodation and to review the provider’s progress in meeting the steps identified in the compliance notices.

p.1

This monitoring visit

The provider has taken some steps to address the issues identified. However, progress is limited and the changes made do not go far enough. The notice restricting accommodation continues and the compliance notices are reissued. Inspection report for supported accommodation provider - monitoring visit: Angel UK Care Supported Accommodation Service No children have been admitted since the notice of restriction was issued. Only 16- and 17-year-old children live in the premises. This addresses the impact and negative influence from other young adults living in the premises. The provider is no longer running a residential family centre provision when they are not registered to do so.

p.1

This monitoring visit

The nominated individual has introduced new procedures, for example to evaluate the suitability of new admissions.

p.2

This monitoring visit

Staff have started to implement policies more consistently. However, children continue to disregard the house rules, such as smoking cannabis on the premises. The staff require the intervention of the police, for example to manage unauthorised visitors.

p.2

This monitoring visit

Serious incidents, such as one child being seriously physically injured when out of their home, have not been logged or reported to Ofsted. The staff are inconsistent in their approach to reporting and responding to incidents. The quality of direct work and support to children remains variable.

p.2

This monitoring visit

The provider does not have a clear overview of staff training needs. Not all staff have completed mandatory training, including safeguarding. The nominated individual is commissioning training. However not all staff can identify the risks and concerns for child criminal and sexual exploitation. There is no plan for staff stepping up to take on more responsibility. The provider does not have a workforce plan.

p.2

This monitoring visit

The provider is reviewing safe recruitment practice by ensuring that staff have enhanced police checks. References are missing for some staff, and police checks from abroad are not available for one of the support workers.

p.2

This monitoring visit

The provider has introduced a new electronic recording system, which enables staff to locate children’s support and safety plans and to create tasks in response to incidents.

p.2

This monitoring visit

Staff receive individual support from the manager but the impact on practice remains limited at this stage.

p.2

This monitoring visit

The remaining regulations have not been reviewed at this monitoring visit. Inspection report for supported accommodation provider - monitoring visit: Angel UK Care Supported Accommodation Service
