Inspection report for children’s home – monitoring visit: 2735938 1 Registered provider: Young Foundations Limited

This home is owned by a private company. It provides care for up to seven children with learning disabilities.
p.1
Information about this children’s home
There were no children living in the home at the time of this visit.
p.1
Information about this children’s home
The provider runs an independent school from a registered building within the home’s grounds. The inspector only visited the social care provision on this site.
p.1
Information about this children’s home
The home has not had a registered manager since July 2024. The home has appointed an acting manager, but they are not yet registered with Ofsted.
p.1
This monitoring visit
On 16 December 2024, Ofsted issued a notice of decision to vary the conditions of registration of the home. The home was not in operation, and there were no plans to admit a child to the home. The variation to the conditions was that the provider must inform Ofsted of their intention to admit a child three months before a child commences living at the home.
p.1
This monitoring visit
The provider has advised that they wish to accommodate a child again. Therefore, this monitoring visit was undertaken to establish whether the provider has made suitable arrangements for the home to resume operating.
p.1
This monitoring visit
The provider has developed a plan to support children’s moves into the home. This reflects children moving in and becoming comfortable in their new home and having time to develop relationships with staff before another child moves in. The identified timelines for children moving into the home have been devised. However, these are flexible to support individual transition plans that are child focused. Inspection report for children’s home – monitoring visit: 2735938 2 Leaders and managers have appointed sufficient staff to provide care for up to two children. The provider is actively recruiting staff to fill its vacant posts. This increase in staffing will enable the provider to operate within the parameters of its statement of purpose and registration conditions.
p.1
This monitoring visit
There is an on-site school that can provide education to children who move into the home. Leaders and managers have developed strong working relationships with the school leaders. These relationships will support the educational progress of children.
p.2
This monitoring visit
Leaders and managers have identified development opportunities for staff to ensure they have the skills and knowledge to care for children. This includes role modelling from leaders and managers, training and supporting staff to obtain the necessary qualification for their role.
p.2
This monitoring visit
Audits are in place but are not effective. Although audits identified areas for development, there are no clear plans to review progress or address the issues raised. The manager was unable to confirm whether any actions had been completed. The systems in place to ensure oversight of these audits are not effective, which limits the manager’s oversight of the home and the quality of care that would be provided to children.
p.2
This monitoring visit
The requirements raised at the previous inspection have not been reviewed. Therefore, these requirements have been restated. Inspection report for children’s home – monitoring visit: 2735938 3
